2. Description & Objectives

Purpose

A fundamental aspect of Plan’s partnership work is to strengthen relationships and partnerships with UN entities and agencies at global, regional and country levels. These partnerships are critical for achieving the goals set out in our global strategy, in terms of sharing knowledge and expertise, joining forces on common goals and accessing financial resources.

Plan International have two UN liaison offices one in Geneva and one in New York focusing mainly on UN advocacy to change laws and policies in development, humanitarian and peace –and security settings and to hold member states accountable for their commitments. Plan International has recently launch a UN Strategy for 2022-2027 outlining the organisations goals for its UN engagement at a global level, an element of which is to scope possible business development opportunities within the UN system; historically aspects like fundraising s has not been part of the UN liaison offices portfolio. Today Plan International works with a broad range of UN agencies at global, regional and national level through the Global Hub (GH), Regional Offices (ROs), Country Offices (COs), National Offices (NO)s and Liaison Offices (LOs). These partnerships are critical for successful advocacy and programmatic work to deliver results for girls and to realise their rights. At Plan International our local action is globally connected. We also work towards developing partnerships on equal terms with local actors, addressing power and privilege imbalances and exploring new business development opportunities.

3. Methodology/ Questions

The organisation is seeking a consultant to conduct a comprehensive review of Plan’s existing engagement with UN funding streams at global, regional and country level. The consultant will also develop a comprehensive map of the UN fundraising landscape and indicate opportunities for increased resource mobilisation with UN agencies and entities, and funds relevant to Plan International’s areas of work and partners. This will include an identification of opportunities to for scaling up cooperation to leverage financial resources at global, regional and country level including for local partners.

This consultancy is aimed at professionals or companies with significant experience, understanding and knowledge of the UN system and its funding mechanisms. The project will be global scope and require engagement with colleagues at all levels of the organisation.

4. Deliverables and Timeline

Key Deliverables

Activities:

  • Conduct a review of the current “state of play” within Plan International’, mapping existing and historical (3 years back) UN engagements which have involved funding at the global, regional, and country level. This activity will involve analysing a set of relevant global partnerships and financial reports, as well we conducting stakeholder consultations at all levels. Based on the data and the interviews, the consultant will also provide analysis on the projects, highlighting successes and challenges from a funding and relationship management point of view.

Deliverables:

  • Facts and figures: Provide a comprehensive picture of where Plan International has received UN funding in the last three years, including which UN entities are involved, the purpose of the funding, amount of resources engaged, formalities (MOUs, contracts or others).
  • Written analysis of the key learnings
  • Create a comprehensive mapping/overview of funding opportunities with relevant UN Agencies, funds and entities. The mapping should include a narrative and rationale for the opportunities, including how it relates to possibilities at the global, regional and/or country level. Any further information regarding requirements, alignments etc. should also be included, considering full cost recovery from NOs and ideas on how UN funding can be integrated into other funding streams within UN regulations.

Deliverable:

  • A document with information per UN entity of possible resource mobilisation opportunities, contact details and information how to access them, at global, regional country level – including local actors (including funds for youth), amounts involved, country scope, timelines, eligibility criteria’s etc.
  • Produce a set of recommendations for Plan International regarding fundraising through the UN system, including where to focus resources mobilisation efforts within the UN system to support the delivery of Plan International’s Global Strategy as well as how to organise accessing the funds. Recommendation to support global strategy – including supporting partners to create and form partnerships to access UN funds

Deliverable: A document with indications of:

  • · Concrete fundraising opportunities at global, regional and country level and for our local partners
  • · Recommendations for how best to access these funds using new/existing resourcing models
  • Feedback on missing data needed to help with ongoing knowledge management and tracking of UN funding relationships

Duration and Timeline

The consultant will be contracted for up to 15 days, between 11th March and 11 April 2022.

Activities: Inception meeting with technical oversight team, agree scope of interview questions, scheduling of 121 interviews, desk review of internal/external resources

Number of days: 2 day

Proposed Activities: Reading of core documents, Kick off meeting, TO team to prepare a list of relevant resources

Activities: Interviews with key staff, including write up and analysis

Number of days: 5 days

Proposed Activities:18 – one to one interviews with: x4 ROs, x6 COs, x3 GAMs (tbc) PF Team, Partnerships Team, DRM team ( UNHCR ,WFP,OCHA appeals), UN team (Flore-Anne/Leila)

Activities: Review of Plan’s existing UN funding engagements (to include response to COVID funds)

Number of days: 1 1/2 days

Proposed Activities: Extract and analyse SAP BI report and UN Portal data, Any other sources?

Activities: Desk research to identify relevant opportunities for fundraising at the global, regional and national levels (CO and local partners)

Number of days: 3 days

Proposed Activities: Review UN Portal and other platforms for funding intel to understand criteria’s for engagements and scoop. Creation of a funding database to include a pipeline of opportunities

Activities: Peer information gathering regarding UN funding from other INGOs, to include an assessment on different internal resourcing structures for this work

Number of days:1 day

Proposed Activities: Interviews with x 4 INGO partners

Activities: Presentation of initial findings to the technical oversight team

Number of days: ½ day

Proposed Activities: Prep to present key findings, 2 hour review meeting/discussion

Activities: Develop key recommendations for next steps, to include options for how Plan can better maximise opportunities for resource mobilisation with the UN at Global, regional and country level including at local level through partners and how to handle knowledge management of opportunities and engagements at the different levels.

Number of days: 1 day

Activities: Feedback session with technical oversight team

Number of days: ½ day

Activities: Incorporate feedback and finalise the documents, final handover of all resources to Plan

Number of days: ½ day

Management Arrangements

The consultant will be identified and contracted by Plan International and overall steer and management and will be provided by Plan’s UN Representative. A technical oversight team will provide support to the consultant and be responsible for signing off key deliverables.

Technical Reference Group

A technical reference group composed of select Plan colleagues will:

· Provide support to the consultant by sharing key resources and materials

· Provide feedback, comments and edits to relevant drafts of key deliverables

Expected skills, competencies and experience of consultant

Required

· Advanced University Degree in International Development or another related discipline. Applications will also be considered from those holding a Batchelor’s Degree with very strong and relevant work experience.

· Significant experience and knowledge of the UN system and relevant funding mechanisms.

· Proven successful fundraising expertise is required

· Extensive hand-on experience of working in or with an INGO or global organisation

· A personal and professional commitment to diversity, equity, inclusion, and anti-racism, and decolonising development

· Strong analytical and writing skills

· Flexible work attitude, with the ability to follow direction and work independently across a virtual work environment

· Excellent organizational skills, with the ability to independently track and follow-up on various tasks

· Excellent written and verbal communication skills in English, knowledge of French and, or Spanish is an advantage

· Computer skills, including MS Office, Excel, PowerPoint

Location is flexible.

Note: In the event that there is a change or additional deliverables during the contract period, an addendum to the contract must be agreed and signed. The change/additional deliverables must be in line with the initial scope of the project.

10. Evaluation of offers

Shortlisted suppliers may be invited to discuss their proposals in more detail at Plan’s discretion.

Plan International, at its sole discretion, will select the successful RFQ.

Plan international shall be free to:

· Accept the whole, or part only, of any submission

· Accept none of the proposals

· Republish this Request for Quotations

Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the offers.

Part of the evaluation process may include a presentation from the supplier.

Plan International may award multiple contracts and all contracts will be non-exclusive. **

11. Contract & Payment terms

Please note that, if successful, Plan International’s standard terms of payment are 30 days after the end of the month of receipt of invoice, or after acceptance of the Goods/Services/Works, if later.

12. IR35 Requirements – Only applicable for UK based or connections to the UK Consultants

As of April 2021, all Global Hub UK-based contractors (Consultant/personal service company/agency/intermediary) employing “people” in their chain to deliver serves to Plan International must follow a strict process of IR35 determination.

Plan Limited will conduct a CES tool on all relevant shortlisted proposers as outlined above to determine whether they fall inside or outside IR35.

13. Plan International’s Ethical & Environmental Statement

The supplier should establish environmental standards and good practices that follow the principles of ISO 14001 Environmental Management Systems, and in particular to ensure compliance with environmental legislation

14. Clarifications

Qualified candidates are requested to prepare and submit a financial and technical proposal by 18th March 2022 @ 23.59 (GMT)**,** including:

· Curriculum vitae or company profile including all contact details, with 2-3 examples of previous work

· A detailed application outlining the proposed methodology and detailed work plan (maximum 3 pages)

· Please provide a detailed financial plan with breakdown of your daily rate and the number of days and resources required per activity, as well as the associated cost. Please include all additional costs Plan should be aware of.

Please send the above and a cover letter clearly stating your interest in the project quoting RFQ FY22 – 107 UN Mapping, relevant work experience, and consultancy fee to procurement@plan-international.org. The project must be finished by the 11 April 2022. Shortlisted consultants will be invited to discuss their proposals in more details, after which the successful consultant will be contracted and will be expected to start shortly thereafter. A service contract will be signed between the consultant and Plan International.
