*The Role

Accountable to the Regional Director, ensuring the effective management and delivery of all legacy programmes and teams in WAF , providing strategic leadership and support to the PMU leads in country, leading programme development and implementation , oversight on strategic and reputational risks including those arising from phaseout process, and take responsibility for ensuring the legacy programme across countries meets minimum standards for programming , safeguarding and impact. This role will guarantee high-quality programme implementation, ensuring effective coordination and collaboration between legacy programme teams in countries in WAF, affiliates involved and other Oxfam teams for learning and sharing…

KEY RESPONSIBILITIES:

ü To ensure that minimum standards – Programme management, HR, finance, security, health, and safety, safeguarding are met in the WAF countries managing legacy projects

ü To provide oversight and strategic leadership for Oxfam’s legacy programmes in-countries.

ü To line manage PMU leads in countries and provide support in the management of staff, programmes, and spending of legacy related projects,

ü To support convene and connect countries with legacy projects, affiliates and regional teams with resources and information.

ü To work with PMU leads, ensure that legacy projects’ and other restricted income are managed effectively and efficiently in line with donor contractual requirements and agreed Oxfam International policies and procedures.

ü To enable legacy teams in countries, achieve results through working effectively with others and holding others to account.

ü To provide regular, consistently high-level reports to the management team on the progress of legacy projects in countries.

ü Support PMU leads develop legacy related project risk and mitigation plans for effective management of project related risk.

ü Take actions to reduce, prevent and mitigate risks (mainly reputational and risk of disallowances)

ü Accountable for all donor relations and contract management of the legacy programmes in Mauritania, Benin and Sierra Leone.

ü Ensure minimum standards of accountability related to all legacy projects in the region in line with Oxfam standards.

ü Facilitate and support develop a knowledge management and project learning framework of the legacy programmes in consultation with projects’ team at country level and support the documentation of best practices

ü Contribute to the design of mechanism for the dissemination and effective utilization of information

ü Maintain effective coordination with Oxfam funded legacy projects’ teams, partners, and Oxfam affiliates as may be required

ü To ensure there is an excellent archiving of the documentation to meet donor and EA requirements according to affiliate’s recommendations
