UNDP and UN FAO have developed the Joint Programme, Community-Based Forestry and Protected Area Management: Boosting Biodiversity Conservation and Improving Livelihoods of Forest-Fringe/Forest-Dependent Communities and Groups in Liberia. The project, funded by the Embassy of Sweden, seeks to strengthen management of community forests and protected areas in Liberia through improved governance of community forest management bodies, capacity building of forest regulatory institutions, empowerment of national CSOs/NGOs and Forest and Farm Producer Organizations, integrated natural resources management and the promotion of sustainable livelihood incentives for forest fringe communities. The Joint Programme, building on the experiences of each organization, will work across the following four components:

Component 1: Enabling policy, governance framework and institutional capacity for Community Forest Management. Component 2: Promote effective community-based management of Project Areas and Integrated Natural Resource Management in the target landscapes. Component 3: Create and strengthen resilient, low-emission land management, equitable, non-timber forest product smallholder value chains through sustainable business development of forest and farm producers, and their organizations (e.g., cooperatives) Component 4: Knowledge management, communication and awareness, gender mainstreaming, and monitoring & evaluation.The Joint Programme builds on the findings of the Snap Analysis for the Forestry Sector in Liberia. The analysis report was commissioned by the Embassy of Sweden in Liberia and finalized in January 2022. The UNDP components of the Joint Programme sits under the Green & Inclusive Growth (GIG) Portfolio, which seeks to support the Government of Liberia in delivering pro-poor growth, equitable development of human capital and support sustainability in natural resources management. This GIG Portfolio is complementary to and builds on existing frameworks and plans of action such as the Sustainable Development Goals, AU’s Agenda 2063, the PAPD 2018–2023, UNDP Strategic Plan 2018-2021, UNDP Country Programme Document for the Republic of Liberia (2020-2024) and UN Sustainable Development Cooperation Framework 2020-2024 for Liberia. To this end, the programming objectives are aligned with national needs and priorities and is intended to support the government to deliver on its obligations to its citizens. The portfolio was developed following consultations with government counterparts, civil society actors, community members, relevant UN Agencies and other development partners.

To support the Joint Programme and facilitate the implementation of the portfolios of the participating UN agencies, UNDP with the collaboration of UN FAO intends to recruit a Monitoring & Evaluation Analyst (National Position). The incumbent will work under direct supervision of the Joint Programme Manager, and in close collaboration with members of the Program Management Unit (PMU), and field staff and other relevant stakeholders.

Duties and Responsibilities

Technical Support and Assistance

Provide technical leadership and support in three major areas: Long-term strategic plans and implementation with a view toward M&E requirements; Monitor the progress against stated results for country M&E plans, and the analysis of work plan implementation and objectives, including activities linking planning with regular progress reviews and resource allocations; Support monitoring, data collection and data and recommendations presented to decision-makers; Develop a comprehensive M&E plan and ensure project work plans and reports are submitted in a timely manner; Actively monitor implementation of both UNDP and UN FAO components of the project and advise on corrective actions to be taken to ensure programme delivery stays on track; Support the conduct of regular perception surveys to establish the extent to which stakeholders, including responsible parties, civil society community groups and organizations, are engaged with implementation; Provide technical assistance to institutional counterparts on an ongoing basis to further develop partners, and other actors’ capacities and ensure that critical M&E milestones are met; Ensure proper information-sharing, cooperation and reporting to other development actors, including the UNCT and the donor; Support the establishment of stronger working relations between multi-sectoral institutions to ensure greater coordination and cooperation and results-based reporting including evidence-based decision making and implementation.Programme Delivery and Implementation

Support the collection of available data with a view to tracking the effectiveness of existing investments and identifying areas in which additional efforts are needed; Undertake regular M&E assessments of all activities and interventions (data collection and analysis, field visits, focus group discussions, spot-checks etc.); Support the Project Manager in programme coordination functions, including budget and finance management, work planning, procurement, recruitment, monitoring and evaluation, and reporting.Coordination and Cooperation

Ensure that the programme activities are closely coordinated with all stakeholders – both national and international – and that a high level of collaboration and cooperation is in place at all levels; Build partnerships with local and international CSOs throughout programme implementation; Ensure adequate visibility and awareness concerning programme implementation and conduct and support resource mobilization efforts for the programme; Contribute to UN global knowledge networks and communities of practice regularly.Institutional Arrangement

Under the direct supervision and guidance of the Joint Programme Manager, the Monitoring & Evaluation Analyst will be responsible for the implementation and delivery of monitoring and evaluation across all outcomes of the project.
