Surge M&E and Reporting Officer At iMMAP

Background

iMMAP maintains a global surge roster of rapidly deployable technical role profiles in the field of information management and other thematic areas, through which iMMAP provides surge capacity support to emergency operations and development programmes, through various Surge Tools, such as the Standby Partnership Programme.

The iMMAP Global Surge M&E and Reporting Officer will work under the direct supervision of the iMMAP Global Partnerships and Surge Coordinator. The position is focused on liaising with all surge related partners and iMMAP deployees while leading the coordination of the secondments and surge deployments.

The iMMAP Global Surge M&E and Reporting Officer will work closely with the Global Surge Team members in ensuring that the reporting and M&E tools, systems and requirements are implemented and streamlined in a timely and qualitative manner.

Description of Duties

  • Define and develop specific tools and processes for the monitoring of projects (logical framework, indicator tracking table, work plan etc).
  • Design and implement robust project monitoring and evaluation frameworks and plans that are in compliance with relevant organizational and donor standards/requirements.
  • Adapt existing M&E system and process to the specific area of focus of the project.
  • Develop high quality and detailed evaluation plans including work plan, required resource estimation in line with ToRs.
  • Adapt and implement industry best practices to quantify impact and reach of projects.
  • Participate in the design and implementation of data collection tools.
  • Work with project stakeholders and beneficiaries to understand scale, depth and sustainability of impact of projects.
  • Triangulate data from a variety of different sources using mixed methods.
  • Design and implement cost-effectiveness and costs-benefit analysis of projects.
  • Develop, implement and/ or assess the effectiveness of community engagement activities including feedback and accountability mechanisms.
  • Verify, cross check, and calculate, project indicators.
  • Write and submit high quality reports on project performance.
  • Ensure respect of deadlines and of work plan activities.
  • Maintain clear and consistent lines of communication with stakeholders including.
  • Identify Lessons Learned for the project and successfully communicate them in a variety of mediums.
  • Structure and provide recommendations on how to improve the overall project management cycle, focusing on better M&E systems, processes and tools for better accountability.
  • Conduct capacity assessment on existing monitoring and evaluation systems.
  • Develop indicators and a monitoring strategy for the project.
  • Design monitoring and evaluation processes and systems to measure the effects and impact of the project.
  • Provide capacity building and training of program staff on M&E technical and conceptual areas.
  • Develop and design M&E plans for the project.

Requirements

Education

  • University Degree in international development, sociology, business management, statistics, economics or related field or demonstrated strong working experience in the field of M&E.

Experience

  • At least 5+ years of demonstrated working experience in Monitoring, Evaluation, Accountability & Learning.
  • Experience with humanitarian and/or development programming.
  • Experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Strong knowledge of typical M&E activities (Logframes, quantitative and qualitative methodologies, sampling, quantitative and qualitative analytical approaches, etc.).
  • Strong knowledge of humanitarian and/or development M&E frameworks and standards (OECD DAC, SPHERE, INEE, etc.).
  • Experience in two, or more, of these programmatic areas:

IT Skills

  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in analyzing data using statistical software.
  • Skill in one of these data management software is valued: STATA; Epi-Info; SPSS; ENA; NVivo; ATLAS.ti; R; KOBO; SurveyCTO.
  • Strong experience and expertise of the Microsoft Office 365 suite (MS Excel, MS Word, MS PowerPoint etc.,).
