Overview of position:

  • The overall responsibility of life support section is to make the provision of food rations, fuel, general supply support & other associated services for the mission. Life support functions are performed through a combination of outsourced turnkey contracts & inhouse performance. The section is heavily involved managing upstream & downstream supply chain.
  • Rations unit of life support section manages the supply of food rations, combat rations pack & office drinking water services for authorized by our clients personnel. Mandate of rations unit involves demand & acquisition management, budget planning, food order management, feeding strength management, managing deliveries, prepare delivery discrepancy reports to ensure redeliveries aiming at attaining optimum order fulfillment, quality management, food safety & environment management, invoice verification & processing contractors’ payment, contract performance management, warehouse & inventory verification etc. The unit is also responsible for processing procurement activities in form of drafting SOW / SOR, setting technical specifications & contract performance indicator etc. This involves huge technical data management in ERMS & a heavily UMOJA focused functions. Thus, the functions are very sensitive & of complex in nature. The resource intended to hire will remain actively involved with all functions across the entire rations supply chain.
  • This resource will be responsible food order management in ERMS, troops strength management, monitoring deliveries, receiving clients’ feedback & processing required actions, invoice verification, providing inputs to develop SOW / SOR, monitoring contract performance The resource will also be responsible for delivery & convoy coordination & guard against any unauthorized use of food, fuel & general supply items.

Objectives for this role:

  • Provision rations, CRP & office drinking water support for all authorized clients at right time, in right place, in right quantity & in good quality.

Output for this role:

  • Efficient & streamlined execution of mission rations supply support plan in compliance with UNHQ guidelines, mission SOPs, LSS support plan.

Expectations & performance indicators:

  • Provide input on mission requirements, demand planning, procurement plan & cost estimates for budget & acquisition planning.
  • Implement procedures to ensure that food orders are properly prepared as per authorized feeding strength & within the ceiling man day rate.
  • Receive & review troops’ strength report from the contingents, review in line with MOU & process the final food order.
  • Follow up delivery schedule & ensure the delivery in time.
  • Prepare delivery discrepancy report & initiate redelivery to attain the order fulfillment as per the KPIs set in the contract.
  • Check the quality of food & advice corrective action.
  • Verify all deliveries & report discrepancy if any to the invoicing team.
  • Continuously monitor contractor’s warehouse / ad contingency storage facility for the compliance to UNSTD.
  • Assist to implement supply related Standard Operating Procedures (SOPs) including on receiving & inspection, Quality Control (QC) / Quality Analysis (QA), reporting & invoice processing.
  • Provide technical input as required in the development & implementation of supply & service contracts, including in preparing statements of work, technical evaluation & presentations to local committee on contracts.
  • Implement the internal control systems including maintenance of accurate & complete accounting, reporting & all electronic / hardcopy records to ensure proper audit trail.
  • Assist in monitoring & analyzing contract performance to ensure compliance with contract terms, schedules & cost objectives.
  • Designs, develops & updates relevant software for tracking, reconciliation & costing purposes.
  • Conducts technical survey visits to plan & ensure most efficient use of resources.
  • Ensures that accurate & complete accounting, reporting & internal control systems are functioning & that all relevant records are maintained in ERMS & UMOJA
  • Backup fuel staff during his / her absence.
  • Coordinate with all stakeholders for conducting smooth operations.
  • Analyzes problems, audit & performance reports on the unit activities & provides remedial action where required.
  • Performs other duties as directed by the supervisor.

Performance indicators:

  • Demonstrates knowledge in the field of supply chain management & / or project management, including knowledge of quality assurance, service & procurement.
  • Has practical knowledge of management of service & commodity contracts in a field / decentralized operation.
  • Demonstrates awareness, responsibility & very good knowledge of UN financial regulations & rules.
  • Possesses exceptional skill in working with UMOJA business management.
  • Possesses strong planning ability to formulate & deliver complex support service in the remote areas.
  • Has ability to organize multiple tasking setting due operational priorities.
  • Capable of collecting, collating & analyzing large volume of data & producing realistic outcome.
  • Has ability to build & manage effective team.
  • Takes ownership of the responsibility produce productive outputs.
  • Has respect for the knowledge & experience of others in the team.

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Bachelors Degree in combination with diploma in Supply Chain, Food Science, Computer science or in related field is required.
  • Training / certification in food safety management is required.
  • The incumbent must have advanced skills in MS Office applications (Word, Excel & Power Point in particular).
  • Advanced skill on any ERP system is required.
  • A minimum of 7 years of progressively responsible experience in supply chain management, logistics chain management, military resource management, project / contract management or procurement of global service contracts is required.
  • Experience in managing support services of international peacekeeping or military operations is highly desirable.
  • Knowledge of the UN rules, regulations & working practices pertaining to field missions is advantageous.
  • English & French are the working languages of the UN Secretariat, for the position advertised, oral & written fluency in English language is required. Working knowledge in French is high.

Team management:

  • This role has no team management responsibility.

  • Total anticipated duration of contract is for 2 years with option to extend the contract depending on donor funding & work perforamce of the selected candidate.
