Overview of Position

  • Our client’s stabilization progranne in Mozambique is part and parcel of the Government’s priorities in Cabo Delgado, as embodied in the reconstruction plan (PRCD), and contributing to the Strategy for the Resilience and Integrated Development of the North (ERDIN) as well as to the Recovery and Peacebuilding Assessments (RPBA). Since 2021,
  • Our client has initiated stabilization interventions to assist the government of Mozambique in its efforts to re-establish state presence in the reclaimed areas, paving the way for reconstruction and a subsequent safe and voluntary return of internally displaced persons (IDPs) to their areas of origin. Our client is already working in the districts of Macomia, Quissanga, Mocimboa da Praia and Palma. Benefiting from decades of experience in stabilization activities elsewhere on the continent and in the world, and with an office fully established in Pemba in 2021, Our client is supporting the government in three interrelated and complementary pillars: (1) Community security is improved with a focus on Rule of Law and Access to Justice, creating the foundation for social cohesion, peace and development; (2) Basic services and infrastructure are rehabilitated, functional, and accessible and the capacity of local authorities are developed to improve access to service delivery; (3) Socio-economic support is provided to individuals and communities, including immediate livelihood support for affected populations.
  • In conjunction with its stabilization programme, our client is undertaking a researchbased project, which aims to reinforce the stabilization programme and client’s engagement more generally through community-based monitoring and portfolio development. The specific objective is to build an evidence-base that will inform the design of future interventions to be undertaken within or in conjunction with the stabilization engagement. To this end, client has collected primary data through rapid ethnography (including unstructured interviews, focus groups and participant observation). Based on this data, client has started to analyse communities’ and stakeholders’ perceptions of development challenges. The findings have been disseminated with the local communities, representatives of civil society, private sector, and the government. In these research-related activities, Our client has been working closely with the Agirre Lehendakaria Center, an organisation based in Spain which has remotely guided and helped implement the activities.
  • Our client is now looking for a proactive and motivated Research and Portfolio Development Associate, to take on continued primary qualitative data collection and systematically transcribe and code the data based on themes and patterns identified. The Research and Portfolio Associate will also be expected to actively contribute to internal communication and outreach within client’s office in Pemba, to ensure coordination and identify synergies with other activities in the Stabilization Programme. The Research and Portfolio Associate will be asked to contribute to communications’ material and reports relating to the research and to participate in webinars with other practitioners working with the same methodology worldwide.
  • Taking into consideration the security situation on the ground, the role will include travel to selected communities in Cabo Delgado.
  • The Research and Project Development Associate will closely work with the Head of Solutions Mapping (based in Maputo), the Community Security Officer (based in Pemba), and other Pemba-based staff. Under the overall supervision of the Head ofSolutions Mapping. The Research and Project Development Associate will additionally work closely with the Agirre Lehendakaria Center, who will provide capacity building, coaching and technical advice related to the assignment, and who will be responsible for producing analytical products based on data collected.

Role Objectives
The overall objective is to support the client’s Stabilization Programme in Cabo Delgado in implementing community monitoring and participatory project design and co-drafting related research products.

The Research and Portfolio Associate will be responsible for conducting primary, mainly qualitative, data collection (semi- and unstructured interviews) with communities and local stakeholders and for ensuring the continuous transcription and coding of interview data. S/he will also be expected to proactively contribute to internal and external communication regarding the initiative and to continuously update both the supervisor (based in Maputo) and Pemba colleagues on important developments. The Research and Portfolio Associate is expected to be proficient in local languages spoken in Cabo Delgado.

Description of tasks and responsibilities

  • Attend weekly remote support sessions with the Agirre Lehendakaria Center, biweekly review sessions with the Head of Solutions Mapping and other client staff, and other meetings as required
  • Attend in-person training in systems mapping/systems analysis, rapid ethnography, co-creation, sensemaking, collective interpretation, and prototyping.
  • Study and internalise written training material/guidance in Portuguese related to the assignment
  • Update and maintain the database of interviewees and, together with ALC, help manage the interview schedule for primary data collection
  • Conduct systems analysis in close collaboration with ALC and by engaging with client staff in Pemba and other stakeholders as needed
  • Compile information for systems mapping (desk-based)
  • Ensure information and documentation related to the assignment is consistently stored on client’s corporate SharePoint
  • Actively contribute to knowledge management and internal dissemination of research findings, including by participating in internal and external webinars and by jointly with ALC producing a monthly internal newsletter to disseminate information about the activities undertaken
  • Coordinate with the community reporting/livelihood/community security team to ensure data is collected as planned during field missions
  • Enter and code data within the prescribed template
  • Help conduct listening sessions with local communities in the field
  • Conduct other research related activities, such as monitoring of events and media articles and documentation through photography
  • Support the analysis of narratives, challenges and opportunities in selected

Expected output

  • Regular and high-quality primary qualitative data collection

Project Reporting

  • Report the progress biweekly to the Head of Solutions Mapping. Availability to report to Senior Management and other personnel as requested.
