CONTEXT:

Under the overall supervision of the Chief of Mission and direct supervision of the Programme Coordinator, and in coordination with the Resources Management Unit (RMU) and relevant Regional Thematic Specialist at Regional Office (RO) Dakar, the Project Officer (Protection) will be responsible and accountable for the effective and efficient implementation of project’ activities. The Project Officer (Protection) will collaborate and coordinate with Staff Security Unit (SSU), the Resources Management Unit (RMU) on relevant matters related to the implementation of the project. The Project Officer (Protection) will supervise project staff and resources and ensure effective and timely implementation of project activities and will contribute to implementing appropriate safety and security management procedures that will effectively address staff safety and the protection of IOM assets at field office level. The Project Officer (Protection) will ensure synergies with concurrent protection programming in the Country Office and will work in an integrated manner with the national government, partner organizations and IOM Country Office in the Region and will oversee resource mobilization and donor liaison on protection projects, as well as ensuring protection mainstreaming across CAR Country Office. The Project Officer (Protection) will represent IOM as the Co-Lead on the fight against trafficking in persons of the UN system and will represent IOM at Protection Cluster and other related sub-clusters meetings and the PSEA Task Force.

TASK TO BE PERFORMED

Under the overall supervision of the Chief of Mission and under the direct supervision of the Protection Officer, the successful candidate will be responsible for the following tasks:

  • Ensure the efficient and effective management of all protection related projects until completion of activities with satisfactory outputs, and until the final report is submitted to the donor, or until responsibilities have been handed over to another Project Officer.
  • Direct, supervise and implement all operational activities of the protection projects and, in coordination with the Programme Coordinator and the COM, and the Resource Management unit, closely monitor the financial aspects, and plan the administrative and staffing needs of the project appropriately.
  • Supervise the work plan and all aspects of the project implementation to ensure the optimal allocation and management of resources.
  • Maintain adequate liaison and coordination with all stakeholders (both internal and external). This includes obtaining and maintaining written approvals from the Chief of Mission, HQ, Donors, Government Authorities and other stakeholders for any modifications to the original and approved work plan, budget, implementation timeline and/or any other project details.
  • Ensure timely preparation, and submission of all donor reports (both narrative and financial) with due coordination with the RMO after approval by the COM (or equivalent), before submission to the donor.
  • Regularly conduct field monitoring visits and present lessons learnt in form of sharable recommendations to relevant partners.
  • Elaborate key advocacy messages, as well as protection strategies, Standard Operating Procedure (SOPs), harmonized approaches, and contingency plans.
  • Regularly participate and contribute to inter-agency protection fora (e.g. protection cluster, child-protection sub-cluster, gender-based violence sub-cluster, relevant task forces) with strategic and operational inputs.
  • Build capacity of protection staff on project development and management, IOM protection modus operandi and internal guidelines, protection mainstreaming standards and practices, as well as international protection standards (Sphere, Child Protection Minimum Standards, International Committee of the Red Cross Professional Protection Standards, etc.). Support capacity building of implementing partners as appropriate.
  • Function as Gender Focal Point, delegated PSEA Focal Point and Respectful Working Environment Focal Point, notably through conducting training/awareness raising sessions on sexual misconduct to CO’s staff members, implementing partners, service providers and beneficiaries, participating and providing sound knowledge to the CAR PSEA Task Force, promoting gender parity in the CO and supporting the COM in creating respectful and inclusive working environment.
  • Perform such other duties as may be assigned.

DELIVERABLES

  • Implementation plan and staffing needs prepared and shared
  • Prepare and present field monitoring reports
  • Donor reports drafted and submitted
  • Final evaluation reports of protection projects drafted and endorsed for submission to donors
  • Final narrative reports of protection projects drafted and endorsed for submission to donors
  • Protection projects under development finalized and activities launched
  • Reports on capacity building and victims support drafted and submitted
  • At least 2 new concept notes/proposals developed on protection response based on review of existing protection concerns and an assessment and analysis of the country’s context relating to protection.
  • Meeting minutes drafted and shared

DESIRABLE QUALIFICATIONS:

Education and Experience:

  • Completed an advanced university degree from an accredited academic institution preferably in Political or Social Science, Business Administration, International Relations, Law, etc.
  • Two years of experience (or Five years for candidates holding a first level university degree) in institutional strengthening, capacity building related activities in a developing country and post – conflict context
  • Demonstrated capacity in project management and budget monitoring, including grants administration.
  • Previous related experience in the Central African Republic field operations is an advantage.

Competencies:

  • Demonstrated ability to deliver on set objectives in hardship situations.
  • Proven records of effectively coordinating actions with other implementing partners
  • Ability to manage a large number of staff and works effectively with authorities, stakeholders, beneficiaries, and the broader community to advance IOM’s objectives on the ground the broader community to advance country office or regional objectives.
