Programs Coordinator At Syrian Civil Administration Development Center


Scope of Work

The Programs Coordinator supervises all SYCAC Programs, with specific responsibility for timely and efficient implementation and project quality. The Programs Coordinator also works closely with the executive director to guide strategy and supports the executive director in external representation towards donors, partners, government entities and other actors.

Main Duties & Responsibilities

Senior Management

  • Ensure that all SYCAC activities are designed, managed, and implemented in conformity with donor regulations and internal policies

Programs Management

  • Ensure preparation of accurate reports and their timely submission to donors and partners
  • Ensure timely implementation of activities within projects SYCAC implements as a subgrantee or as a sole implementer.
  • Help in design of monitoring and evaluation plan for all projects implemented by SYCAC;
  • Develop and ensure implementation of SYCAC work plan related to the implementation of specific projects.
  • Conduct unannounced spot checks over activities conducted by council advisors and the rest of the SYCAC representatives inside Syria. Organize remote oversight over Programs activities implemented inside Syria and ensure timely submission of activity reports from the field representatives (council advisors and SYCAC representatives from Syria).
  • Contribute to financial reporting and provide input to prepare and track budgets
  • Track Programs status through internal M&E systems
  • Lead recruitment of all Syrian based staff and keep careful track of vetting timeline and process
  • Identify gaps in staff knowledge/skills and organize training

External representation

  • Support executive director in external representation towards donors, partners, government entities and other actors.

Documentation and Learning

  • Ensure that all Programs properly retain learning for future projects and that all information is properly documented
  • Ensure that all official Programs documentation (contracts, donor correspondence, external reports) is properly stored and available in case of an audit
  • Prepare periodical reports to donors according to donor requirements
  • Ensures implementation of work plan.
  • Make sure M&E plan is in place and implemented.
  • Ensures SYCAC database of activities is regularly updated by council advisors.

Qualifications

Required

  • Graduated degree in political science, economics or related field
  • 4 years experience managing governance, development or humanitarian Programs
  • Fluency in Arabic
  • Good written and spoken English
  • Familiarity with Syrian context, specifically local governance actors
  • Team-player with good interpersonal skills
  • Excellent communication to handle all the contacts related to stakeholders
  • Good planning and organizational skills
