BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The NGO FLA Partnerships Management Officer will be responsible for overseeing the management of all field level agreements and contracts between WFP and its NGO partners. The Officer will ensure that all agreements are in compliance with legal and organizational requirements, and that they are implemented effectively and efficiently in the field.

This is a new position in the Country Officer and over the duration of this consultancy, the staff will be responsible for setting up the unit; recruitment and building the capacity of national staff who will then take over the role.

Background: This role is crucial in ensuring the success of WFP’s programs in the field, particularly as the organization expands its work in the local context and requires strong partnerships with NGOs. The staff will report directly to the Deputy Country Director/Head of Programme.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Provide guidance on partnership issues and procedures to staff from various units as required.
  2. Follow-up on different tasks jointly implemented by partnership, programme technical teams (General Food Distribution, Livelihoods, Nutrition, VAM, CBT) and Partners.
  3. Assist in the finalization of the proposals and budgets review by technical teams in line with the CSP standards.
  4. Follow-up on Partnership contractual documentations and approval processes with Technical Review Committee (TRC) and Cooperating Partner Committee (CPC); compliance and management.
  5. Review of FLAs documents, Amendments and Extensions.
  6. Follow-up on completion of partnership documentation in WFP corporate systems.
  7. Follow-up on invoices submission, processing, and payments
  8. Undertake Cooperating Partners (CP) Performance evaluations and Due Diligence (Capacity assessment);
  9. Support on organization of the WFP – CP periodic coordination meetings with Cooperating partners; meeting set up and taking minutes of meetings.
  10. Lead Cooperating Partners’ capacity building through refresher trainings and bilateral guidance.
  11. Consolidate partnership reports and circulate on a monthly basis.
  12. Assist in any other business in partnership unit in particular and programme in general.

DELIVERABLES AT THE END OF THE CONTRACT

  1. NGO FLA Database
  2. Unit structure including a National Officer and Programme Associate.
  3. Cooperating Partner Agreements signed, up to date and compliant in WFP corporate systems.
  4. Regular reports on status of implementation of contracts and up to date performance evaluations.

Education:

Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

  1. Experience in Partnership and FLAs processing
  2. Experience working in collaboration with NGO and Government stakeholders
  3. Experience in reporting, planning and analysis of programme output and

outcome data1. Typically, five years or more of postgraduate professional

experience in a relevant field of work, with a background and interest in

international humanitarian development.

  1. Specialized knowledge of policy communication, partnerships with some

understanding of resource mobilization.

  1. Strong written and oral communication skills, including substantive analysis and

report writing skills

Languages:

International Professional : Proficiency (level C) in English.

TERMS AND CONDITIONS

This is a Regular Consultancy Contract. A Regular Consultancy Contract is offered for a maximum period of 11 months after which the consultant will proceed on one (1) month mandatory break-in- service and will have the contract renewed when his/her services is required and paid at the agreed monthly salary.
