Request for Expressions of Interest: Learning Consultant

Background

Sightsavers is implementing several disability inclusive projects in Nigeria, Kenya and Bangladesh under the global consortium Disability Inclusive Development (DID) programme. See the following website for further detail: https://inclusivefutures.org/ The DID programme is guided by the principles of the United Nations Convention on the Rights of Persons with Disabilities and aims to develop evidence of what works to deliver results for people with disabilities. The projects are implemented though an adaptive management approach.

Purpose of Contract

By the end of the programme/contract we want to have learnt lessons about what works for people with disabilities in the contexts in which DID works, and left stakeholders better informed and equipped to deliver disability inclusive programmes through strong and relevant communication.

Monitoring, evaluation and learning (MEL) is central to the DID programme and, whilst Sightsavers has developed robust monitoring and evaluation frameworks for the projects, the areas of evidence generation, learning and dissemination require strengthening.

Sightsavers seeks to appoint a consultant/ consultancy team experienced in generating and evaluating data and evidence of lessons from projects; writing learning products suitable for the audience and message; facilitating learning uptake to:

  • develop a learning and dissemination/communication plan and toolkit for Sightsavers to implement in the DID programme
  • facilitate, capture and disseminate project and programme learning.

This work should be undertaken within a period of six months from date of contract signing.

Minimum Skills and Experience Required

The consultant should have the following minimum skills and experience:

  • Strong writing skills with the ability to write compellingly in different styles according to the product and audience
  • Extensive experience in facilitating the sharing of project learning and knowledge and supporting people / projects to apply the learning
  • Extensive experience producing learning papers using quantitative and qualitative research methods and other learning products to support the dissemination of learning such as blogs, videos, articles, infographics etc
  • Understanding of monitoring, evaluation and learning in programmes and projects within the international development sector
  • Experience working on projects / programmes funded through FCDO or other international donors that have adopted learning for adaptation/adaptive management
  • Experience in the field of social inclusion, particularly for women, girls and people with disabilities
  • Knowledge of key IT software, applications and accessible approaches to disseminating learning
  • Highly developed interpersonal and communication skills including influencing, negotiation and facilitation

Scope of Work

Contract Management

The contract will be managed by the Social Inclusion Monitoring, Evidence and Learning Manager.

Please read the full Terms of Reference before applying. The consultant should complete an Expression of Interest indicating their daily rates for the assignment. Sightsavers will assess Expressions of Interest submitted according to standardised quality assessment criteria, as well as on the basis of their competitiveness and value for money in line with the budget available for this contract.

Bidders are required to submit the following examples of their previous work:

  • One research or learning paper developed using quantitative and / or qualitative methods
  • Two learning communication products i.e. articles, blog, video, infographic
