Alliance for Child Protection in Humanitarian Action

Role Purpose:

The Child Protection Minimum Standards Working Group of the Alliance for Child Protection in Humanitarian Action is seeking a research consultant!

In working across sectors, we can see the risks of education programming that is uninformed by child protection risks, including the potential exposure of children to further harm, inefficient use of resources, and compromising sectoral outcomes. However, there have been limited efforts to analyse existing evidence and data to demonstrate the benefits of child protection sensitive programming in education (or other sectors).

This consultancy aims to provide a comprehensive analysis from existing research and grey literature in diverse humanitarian settings, as well as a range of key informants. The methodology has already been drafted and can be shared on request.

Activity 1

1.1. (With support from the CPMS WG) Identify key informants and conduct interviews; search and review primary and secondary research and grey literature

1.2. Analyse evidence and draft initial findings

1.3. Amend/draft conceptual framework articulating impact of findings

1.4. Facilitate a process to validate findings with select stakeholders

1.5. Finalize Evidence Review Report highlighting implications for the Child Protection sector (and The Alliance, specifically)

Deliverable 1

Complete the 12-15 page Evidence Review to include the following:

· Background, Rationale

· Methodological challenges in collecting and collating evidence

· Draft Conceptual Framework indicating impact (or lack of) and gaps

· Key findings and analysis

· Implications and Recommendations for Child Protection & Education Sectors

· Complete references and KI

Level of effort: 17 days

Activity 2

2.1 Create corresponding (differentiated) presentation materials for 3 sets of key stakeholders, including a. Education and Child Protection technical and management staff, b. donors, and c. CPHA and INEE presentation for the board report

2.2 Present and document discussions

Deliverable 2

Presentations (of max. 30 mins) to Relevant Stakeholders of key finds and recommendations and capture reflections of presentation.

Level of effort: 3 days

Timeframe:

This Education-CPHA consultancy is currently being recruited for 20 days, from approximately March 4 – April 28 2022. The presentation of the findings will happen in the final 10 days.

Desired Skills, Experience and Approach:

· Solid experience in undertaking key informant interviews, as well as a review of both academic and grey literature

· Experience writing for humanitarian actors around the world

· Knowledge of the Minimum Standards for Child Protection in Humanitarian Action, INEE’s Minimum Standards for Education

· Knowledge and experience of both education and child protection programming in humanitarian settings is preferred
