NCA

Background:

NCA, throughout its 75 years of existence, began in 1947 as a small fundraising drive to coordinate the social aid work after the Second World War. Today, NCA is one of the Nordic countries’ largest aid organisations.

NCA is an International Non-Governmental Organization which provide emergency assistance in disasters, work for long-term development in local communities and address the root causes of poverty, NCA advocate for just decisions by public authorities, business, and religious leaders. NCA is present in around 30 countries to provide humanitarian assistance.

NCA has been operating in the Northeast of Nigeria since 2017, delivering humanitarian assistance in conflict-affected areas. NCA works closely with its national partner organizations, an approach that fulfils its mandate to strengthen civil society. NCA works in four local government areas in Borno State in Northeast Nigeria: Dikwa, Monguno, Gwoza-Pulka, and Maiduguri to save lives, alleviate suffering and safeguard the dignity of conflicted-affected populations. NCA implements humanitarian programs in:

– Gender-Based Violence (GBV)

– Adolescent Sexual and Reproductive Health (ASRH)

– Climate Resilient Water, Sanitation and Hygiene (CRWASH).

In Maiduguri, NCA set up a pilot project with BOSEPA for briquette production from faecal sludge. This project can be easily scale up and it is an innovation in the fight against the protection of the environment, sustainable solutions for environment protection, climate change and the empowerment of vulnerable people. Currently the briquette from faecal sludge plant is operational and commissioning by BOSEPA. The briquettes are being introduced to vulnerable community for daily use and set up a marketing plan to have a self-management business by community them selves and the faecal management private sector in Maiduguri.

In Gwoza / Pulka, NCA is providing with the Nigerian Humanitarian Funds (NHF) integrated Wash and GBV / ASRH services in IDPs camps (new IOM & UNHCR camps, transit camp, Damara camp and camp B). This NHF project support the decongestion process initiated by humanitarian actors. IOM has announced that the new decongestion strategy aims at reducing overcrowding in more than 55% of the camps in Borno State in general. NCA provides Wash services through safe water supply by water trucking, latrines, and showers construction, and enhanced hygiene practices among groups most at risk in Pulk camps. As part of the exit strategy of the water trucking in the new IDP camps in Pulka, NCA Won Grundfos grant drill two new borehole in IOM and UNHCR new camp. This activity is completed and 6,969 people have access to sustainable water facilities.

Specific Tasks:

To increase its visibility in the humanitarian community, with donors and beneficiary populations, this consultancy aims to provide videography, photography and editing for the purpose of capturing and documenting the work and impact of the FSM pilot project with BOSEPA and Grundfos project in line with the NCA’s Communication and Advocacy Strategy.

The communications consultant will be required to:

  1. Conduct video interviews with key stakeholders in Maiduguri and Pulka providing the basis to produce video material and photography on the projects.
  2. Provide high quality photographs of activities and key events to be used in reports, online articles, and public relations materials.
  3. Provide video coverage of various implementation activities impact story videos of FSM Pilot and Grundfos projects.
  4. Record and edit narration/voice over for the videos as needed.
  5. Manage the full production process including concept creation, script writing in close consultation with NCA Country Director and Program Managers, photography, videography, editing, audio balancing, sub-titling, format exportation, archiving raw and edited work etc. and prove that music used in the video is properly licensed.

Expected Deliverables:

The total contract period for the consultancy will be 10 payable working days from the contract signature. Within this timeframe, the following deliverables are to be completed as per the tentative timetable below:

4. Variety of b-roll and selection of best shots 1 day

Reporting:

The contract will be supervised by the NCA Head office Communication Specialist in line with NCA communication policy, The program managers will support during the activity for the meeting with NCA projects main stockholders and mores knowledges on the project. The program manager will present each project to the consultant.

Activities undertaken and the produced deliverables will be shared with and discussed by the Country Director, Head office communications specialist and all NCA staff.

Expected background and Experience:

At a minimum, the communications company should possess and demonstrate the combined skills sets and experience detailed below:

  • Proven business experience of at least 5 years in photography, videography and video editing;
  • Demonstrated experience in conception, interviews, narration production and editing of videos and impact stories;
  • Excellent communication skills in English required.
  • Ability to work independently and respond to feedback in a timely and professional manner.
  • Excellent organizational skills, attention to detail, and ability to contribute to a teamwork process.
  • Experience covering social, humanitarian and development subjects would be an asset.
  • Must be a registered to conduct business and provide copy of business incorporation.

Evaluation Criteria:

The technical evaluation will be considered in accordance with the following information:

Technical Proposal: 70 points

  1. Overall Response (10 points):
  2. Understanding of, and responsiveness to NCA requirements.
  3. Understanding of scope, objectives and completeness of response.
  4. Overall concord between NCA requirements and the proposal.

2) Company and key personnel (20 points):

  1. Team leader: Relevant experience, qualifications, and position with firm.
  2. Team members – Relevant experience, skills and competencies.
  3. Organization of the team and roles and responsibilities.
  4. Professional expertise, knowledge and experience with similar projects, contracts, clients and consulting assignments.
  5. Financial status.

3) Proposed Methodology, Approach and System (40 points): a) Quality of the proposed approach and methodology.

  1. Quality of proposed implementation plan, i.e how the bidder will undertake each task, and time-schedules;
  2. Risk assessment – recognition of the risks/peripheral problems and methods to prevent and manage risks/peripheral problems.

Note: The Financial Proposals will be opened only to the companies considered technically approved (range between 49 to 70 points).

Financial Proposal (30 points)

The Financial Proposal will be opened and tabulated within the Technical Proposal and the final range will be provided.

Payment Schedule:

Payments will be executed upon approval of the submitted and completed deliverables in the agreed work plan and submission of products of agreed quality, by NCA. An invoice and proof of satisfactory completion of the respective agreed deliverables must also be submitted. Payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

Recourse:

NCA reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include timeliness/quality of submission and responsiveness to NCA and counterpart feedback.

Property Rights:

NCA shall hold all property rights, such as copyright, patents, and registered trademarks, on matter directly related to, or derived from, the work carried out through this contract with NCA.
