Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Background:

The M4SD Programme has a global focus with direct country level implementation in Ecuador, Morocco, Nepal, Serbia, Senegal and Tunisia and association with Bangladesh, Jamaica, Kyrgyzstan, Moldova and the Philippines. The Programme aims to further solidify results and achievements reached to date and help translate policy-oriented and process driven actions into concrete results on the ground. Specifically, migrants and communities will be able to exert positive development impact from migration through more coherent and results oriented policies and implementation mechanisms and encourage the stronger involvement of local authorities, private sector and diaspora through global advocacy. The results and lessons learnt from this phase will continue to be fed into relevant global dialogues for enhanced global understanding about how to effectively ensure policy coherence in migration governance for development.

Objective:

The main purpose of this consultancy is to support the monitoring and evaluation functions of the Global Programme on Making Migration Work for Sustainable Development (M4SD) Phase III and the related data and M&E needs of the Migration and Sustainable Development (M&SD) division of the Department of Development and Peace Coordination (DPDC).

Reporting:

Under the overall supervision of the Head of the Migration and Sustainable Development Division and direct supervision of the Programme Manager, the candidate will be responsible for effectively implementing and managing the established monitoring tools and systems as well as the capacity development support of government and other partners on data collection and reporting. The consultant will support the Programme Manager and the country focal points in the 11 programme countries, as well as implementing partners where relevant, to monitor the programme implementation and collect and analyse data to update the programme’s results monitoring framework and contribute to regular reporting processes.

Core Functions / Responsibilities:

Programme Country Level:

  1. Providing technical support and training to the Programme’s Focal Points (FPs) and implementing partners to effectively use and contextualize the established monitoring tools and systems (Microsoft Forms, Excel and Microsoft Power Automate/Flow) to collect and analyze data, progress and results;
  2. Maintaining the functions of various Microsoft Forms and Microsoft Flow/Power Automates, and fixing technical and system errors that may occur;
  3. Supporting the regular review of the data input into the Programme’s online global Results Monitoring Framework (RMF) (complex database housed in Excel) and ensuring data quality control with country staff;
  4. Maintaining and reviewing Microsoft Excel databases that were set up at the country level and feed into the global database, including providing troubleshooting for any issues detected or reported by colleagues at the country level;
  5. Supporting reviewing and/or advising country colleagues to review regular progress reports submitted by implementing partners where relevant, as well as other reports, include study/assessment reports and studies commissioned at the country level; and
  6. Supporting the planning and carrying out of field monitoring visits in collaboration with members of the Programme Management Unit to document lessons learned and provide ad-hoc training in the field.

Programme Management Unit (PMU) / Global Level:

  1. Supporting global training to IOM and UNDP staff, local and national government technical staff, and other Programme stakeholders in all 11 countries, especially efforts to enhance migration data collection and reporting processes in support of the 2030 Agenda
  2. Support to monitor the results of global webinars, peer exchange groups, etc. (in line with existing Programme plans and strategies.
  3. Supporting knowledge management by identifying and extracting good local and country-level practices and lessons learned in relation to stronger data, results-based monitoring and reporting processes for migration and sustainable development;
  4. Supporting capacity building efforts to integrate migration into national and subnational development policies and UN Sustainable Development Cooperation Frameworks (UNSDCFs), as well as to monitor and report on the implementation of those policies and cooperation frameworks at country level; and
  5. Contributing to the development and updating of guidance documents for staff on the development, endorsement and reporting of departmental projects including the development of standard indicators that align with key global frameworks and enhance IOM programming through internal and UN reporting mechanisms (e.g. UNINFO).

Tangible and Measurable Outputs of the Work Assignment

• The programme’s monitoring tools and systems are effectively implemented at both country and global levels;

• The programme’s country staff have technical capacity to adapt/use the monitoring tools and systems to collect programme’s progress and results;

• The programme’s country staff correctly fill in the Results Monitoring Framework on a regular basis with the right data collected and analysed using the introduced tools and forms and other compatible initiatives made by the country focal points; and

• Government partners and implementing partners at the country level have improved capacity in monitoring data collection and reporting.

Performance indicators for evaluation of results

• Satisfactory completion of tasks indicated in this ToR.

Required Qualifications and Experience:

Education, experience and/or skills required

• Master’s degree in Development Studies, International Relations, Social Science, Political Science, Anthropology, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Minimum five years of post-qualification work experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems and Results Monitoring Frameworks, information/data management and statistical analysis, as well as report writing;

• International experience as well as experience with an international development organisation or a reputable non-governmental organisation would be a distinct advantage;

• Knowledge of specific migration and sustainable development contexts or working experience in any of the Global Programme countries is an advantage;

• Experiences in designing and implementing knowledge exchange and capacity building activities (e.g. webinars, training, communities of practice, etc.) to improve monitoring and evaluation competencies in migration and/or development-related programmes.

• Experience using a variety of database software and systems is an advantage.

Skills

• Excellent, advanced competency in Microsoft Excel is required;

• Excellent, advanced competency in web-based data collection, analysis and sharing applications (MS. Teams, MS. SharePoint, MS. Form, MS. Flows/Power Automate) is required.

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of

Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
