Context:

Project Context and Scope

Diaspora communities are known to bring great development benefits to their own countries and communities that range from social and cultural to economic contributions. However, there are many gaps in the data and information on both the size and profile of diaspora communities and their contributions to their countries and communities of origin. This lack of information impedes the development and implementation of evidence-based diaspora engagement and broader economic policies and programmes. These data gaps are often endemic for countries of origin globally because of a significant lack of effective and efficient methodologies for data collection, analysis, and distribution.

With the goal of addressing the challenge of differentiated approaches towards diaspora mappings, the IOM has developed a comprehensive Diaspora Mapping Toolkit. The Diaspora Mapping Toolkit is a comprehensive methodology composed of the following elements:

1) A Step-by-Step Guide on how to conduct Diaspora Mapping

2) One core module of indicators and four objective specific modules

3) Three Method Specific Modules for Diaspora Mapping including one module on qualitative methodologies, one on quantitative methodologies and one on secondary data use.

Nature of the Consultancy

With the overall aim to ensure a wide outreach to its beneficiaries, IOM seeks to engage a training expert to create training modules and materials for the Diaspora Mapping Toolkit and to take these materials and adapt them into a script for an online course. The script for the online course has a pre-defined format and will be used to create an e-learning course on the IOM e-Campus platform. This course will be based on the Diaspora Mapping Toolkit and should provide guidance for practitioners, governments, policymakers, and relevant stakeholders on how to deploy the toolkit to conduct a comprehensive and standardized diaspora mapping. A team of internal IOM subject-matter experts will ensure that the courses are thematically sound and accurate. The external consultant is expected to guide and coordinate the work of the IOM subject-matter experts to ensure consistency of their output with required materials for the online curriculum. The final result will be a self-paced online course in English language which will be available to the beneficiaries on the IOM e-campus.

Objective

IOM is seeking the services of a consultant to transpose the training curriculum for Diaspora Mapping to a script of an online course through the IOM E-Campus platform and to define the module structure on how to use and deploy the online survey tool and the five online surveys following the IOM guides that will be share upon hiring.

Reporting

The consultant will work under the direct supervision of the IOM’s Diaspora Team based in IOM HQ.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  1. Develop a script for an e-learning course, i.e. the script that will be used to create the course voice over, media files and visual instructions that will form the basis for the transposition of the training curriculum into an online course through the IOM e-Campus platform.
  2. Guide and coordinate the work of the IOM subject-experts to ensure that the output prepared reflects requirements for development of story board for an e-learning course.
  3. Review the online training first prototype (alfa) to ensure the scripts and other materials are correctly uploaded and the product meets the expected learning objectives.
  4. Perform such other duties as may be assigned.

Tangible and Measurable Outputs of the Work Assignment

The implementation of the tasks set will lead to the following deliverables: coordinated outputs by IOM subject-matter experts for the development of the scripts, including the script for the voiceover, media files, screen text and instructions for developers; compilation of additional training materials/links to be provided to training participants for each module; review of the alfa of the online training. Following all IOM e-Campus guidelines. The consultant will be expected to provide the final materials (facilitators guide, script, design, and training materials) and the e-Campus training course in English (the basic version of the course), and in French and Spanish.

Realistic Delivery Dates and Details as to how the work must be delivered The Consultant will be paid in tranches upon timely provision of deliverables as follows: a) Outline of training modules and overall course structure – 10%

b) Submission and approval of training materials – 30%

c) Submission and approval of adapted materials – 60%

Performance indicators for evaluation of results

• Quality of the script produced (from 1 to 5 where 1 is the lowest and 5 the highest)

• Timely delivery of outputs (from 1 to 5 where 1 is the lowest and 5 the highest)

• Professionality of communication and subject matter experts (from 1 to 5 where 1 is the lowest and 5 the highest)

• Draft facilitator´s guide including exercise and group activities as well as scripts that could be used for online course based on approved modules.

• Design a specific instruction set on how to deploy an online survey already available in KOBO.

Required Qualifications and Experience:

Education, experience and/or skills required

• University degree in International Relations, Social Sciences or a related field, with at least five years of relevant professional experience.

Experience

• Experience in development of e-learning courses, including development of methodical-didactic frameworks and scripts / story boards;

• Experience in pedagogy or teaching processes, preferably in virtual environments;

• Excellent ability to summarize, write and explain complex content in a simple manner;

• Proven experience developing training for different stakeholders including experts, governments, and members of the civil society;

• Knowledge of and experience working on diaspora engagement and international migration;

• Strong understanding, interest and relevant experience in migration, development and/or diaspora engagement;

• Minimum of five years of relevant experience working in knowledge management, research and reporting.

Skills

• Understanding and knowledge of the subject matter;

• Demonstrated analytical, research, reporting, communication, documentation, and presentation skills;

• Ability to work independently and demonstrate excellent teamwork and coordination skills;

• Excellent writing and editing skills. Excellent written and spoken English is required;

Languages

IOM’s official languages are English, French, and Spanish.

For this consultancy, fluency in English is required (oral and written). Working knowledge of

Spanish and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
