Founded in 1979, StARS is a refugee service provider in central Cairo that works to enhance the quality of life for refugees and vulnerable migrants through five broad program areas: education, psychosocial, legal, community outreach and unaccompanied youth and children support services. Role:

StARS is taking the unusual step of looking outside its usual pay structure in order to recruit a highly skilled, suitably qualified consultant to run its finance department, following the departure of the previous incumbent. This long-term consultancy opportunity will not only run the Department, but work on the sustainability within the team including training and development of all Finance staff, reorganization of the structure, and upskilling of other Directors within the Executive Leadership Team.

Operational Responsibilities

Finance

  • To manage the monthly operational budget with the Executive Leadership Team Finance Sub- Committee and the external Accountant.
  • To prepare accurate and timely financial reports, budget amendments and other financial documents as requested by the project leads and the Executive Leadership Team.
  • To monitor and maintain strong financial records and procedures as per StARS Financial Management Guidelines, and ensure proper financial documentation of all activities.
  • To assist in the preparation of budgets and reports.
  • To manage audit undertaken and implementation of audit recommendations.
  • To provide support to the Executive Leadership Team members and other departments in financial matters and work closely with them to ensure that financial information is accurate and up to date.
  • To manage the financial cash flow and the relationship with the banks.
  • To monitor actual expenditure versus budgets.
  • To continue to develop improvements in the future systems and financial controls.
  • To promote good teamwork and cooperation between finance and programs.
  • To provide support to programs in all financial matters.
  • To ensure program staff are trained in relevant aspects of financial management.
  • To provide oversight and support to the St. Andrew’s church accountant and accounts wherever this seems appropriate
  • To devise, set, and report on departmental budgets.
  • In cooperation with the Director of Programs Department, Director of Development Department, and other directors as relevant, the Director of Finance Department develops annual budgets and operating plans for all StARS’ programs

Staffing and human resources

  • To provide supervision, support, and line management to the Finance Department staff.
  • To implement disciplinary measures as appropriate
  • To oversee the implementation of StARS’ performance management process for all program staff and
  • to ensure that all program staff receive an appropriate orientation to StARS and our programs.
  • To ensure all staff members receive appropriate training and professional development.

Deliverables

Work plan with realistic and achievable goals to be agreed with the Executive Leadership Team

8 weeks

Cashflow for the coming years

12 weeks

Written report including:

recommendations for restructure of the department

training and development plans

26 weeks

Restructure of the department to be actualized

Individualized training plans for each member of staff

Selection of two Directors to upskill in financial matters and plan so to do

52 weeks

Final report detailing changes and successes and providing recommendations for the future

Qualifications:

Experience:

  • Minimum of 7 years of related work experience in non-profit accounting/finance with a strong working knowledge of nonprofit accounting and finance.

Skills:

  • Strong management and organizational skills required, including familiarity with financial and Human Resources Unit management systems.
  • Fluent in English Language, knowledge of Arabic or another refugee language is desirable
  • Detail oriented
  • Strong analytical computer skills, including excellent Excel skills
  • Familiarity with government and private funding and contractual requirements preferred.
  • Ability to work in a multicultural environment required.
  • Commitment to diversity, equity, and inclusion and willingness to support StARS’ Mission and Visionas a StARS staff member required.

Education and Certifications:

  • Bachelor’s degree in Finance or Accounting; CPA a plus

Working Hours: The Consultancy opportunity: Building Financial capacity at StARS is expected to be at work for 40 hours per week, between the hours of 9am and 5pm, from Sunday to Thursday. Longer hours, evening and weekend work are sometimes necessary. Work will be conducted both in StARS premises and also in refugee communities and centers.

Supervised by: Director of Development Department.

Salary: Financial consideration: A package of $40,000 (USD) is available for this consultancy, inclusive of all costs incurred by the consultant. The consultant will be responsible for their own travel, housing etc.

This position is subject to a three-month probationary period, at which time the employee’s performance will be reviewed and probation may be extended.
