Consultancy For Baseline and MEL Framework for Women’s Empowerment and Rights in Liberia At Kvinna Till Kvinna


Background

The Kvinna till Kvinna Foundation is a Swedish non-profit organisation that supports women in conflict-affected areas to increase women’s power and influence. Kvinna till Kvinna’s approach is based on strong local ownership and long-term support. Kvinna till Kvinna focuses on “feminist monitoring.” Our feminist approach to monitoring directly influences how we create systems, routines, and “do” monitoring. The approach is rooted in our partnership policy, which emphasis feminist principles like local ownership. Translated to monitoring, we listen to and dialogue with our partner organisations about their monitoring systems without imposing specific tools. Locally-owned, participatory monitoring equals more sustainable monitoring.

In Liberia, Kvinna till Kvinna started its cooperation with partner organisations in 2007, with an office established in 2011. Since the establishment of the Office, Kvinna till Kvinna has worked with relevant government line ministries, civil society, and over ten women-led organisations to contribute to the advancement and promotion of the rights of women and girls. With funding from the Swedish Development Agency through the Swedish Embassy in Monrovia, Kvinna till Kvinna and its partners will implement a four-year grant from January 2022 to December 2025. The new programme “The Promotion of Women’s Empowerment and Rights in Liberia (POWER)” will build on previous programmes’ learnings with up to ten partner organisations that span across Liberia.

Scope and focus of the assignment

Kvinna till Kvinna is looking for a qualified consultant to carry out the following activities:

  • Develop a result framework with a MEL Plan for the POWER programme ́s partner organisations and Kvinna till Kvinna to measure programme impact.
  • Deliver a baseline on the result framework developed which will feed into the revised Theory of Change
  • Provide Comprehensive mapping of Liberian women-led organisations to assist Kvinna till Kvinna in new partner selection.

Kvinna till Kvinna wants to see a participatory process where partner organisations can have a sustainable monitoring plan as well as make programme management decisions, which goes for Kvinna till Kvinna as well. The programme has a Theory of Change that the consultant should base its work on.

Methodology

The methodology of the assignment is at the discretion of the consultant to decide and should be highlighted in the application. Kvinna till Kvinna and partner organisations will review and approve before the assignment takes place.

Deliverables

  • Inception Report, including work plan (to be approved by Kvinna till Kvinna)
  • Draft baseline report (to be commented and approved by Kvinna till Kvinna and validated with partners)
  • At least one participatory workshop with partner organisations and Kvinna till Kvinna staff members
  • A final report that includes the final baseline study (between 20-30 pages excluding annexes), results framework, and MEL plan
  • Comprehensive mapping of Liberian women-led organisations to assist Kvinna till Kvinna in new partner selection briefing
  • Final debrief meeting with Kvinna till Kvinna

Qualifications

  • University degree (Masters, equivalent or higher education), preferably in gender studies as related to development, political science, law, programme management, or other related disciplines.
  • The consultancy team must include at least one Liberian national consultant.
  • Fluency in English and good verbal communications skills
  • At least 8-10 years of experience in results-based management and the establishment of monitoring and evaluation frameworks and baseline with a proven track record
  • Documented knowledge and experience in Theory of Change
  • Solid experience of applying a right-based approach with local partners
  • Experience with feminist approaches to monitoring and evaluation.
  • Excellent knowledge of women’s rights and relating issues (Gender-Based Violence, Sexual
  • Reproductive Health and Rights, Women Political Participation and Women Economic
  • Empowerment)
  • Knowledge about the context, civil society, and the situation of women’s rights in Liberia
  • Knowledge and experience on gender equality, empowerment, and development, human rights, or other related disciplines, including at the international level
  • Documented experience of international development cooperation, preferably from West Africa
  • Work with a participatory, culturally and conflict-sensitive approach**.**

Financial Framework

Consultancy fees shall be specified as fees per day, including taxes, social security contributions, and VAT. The tender shall state the total value of tender, including all expenses such as telephone, internet, or postage, expenses for travel related to the assignment.

Kvinna till Kvinna will cover no costs outside the tender. Contracted consultants cannot further subcontract the assignment without prior approval. In cases where the tender includes a team of consultants, their division of work shall be presented.

Timeline

A detailed time plan should be agreed upon before signing an agreement. The consultant/s shall be able to start no later than April 1, 2022.

A draft of the baseline report, including a results matrix and MEL plan, shall be sent to Kvinna till Kvinna no later than April 25, 2022. The workshop with partners will take place between (May 1-15, 2022) upon agreement with the consultant and Kvinna till Kvinna

The final baseline report and other deliverables should be delivered to Kvinna till Kvinna no later than May 31, 2022.
