Terms of Reference _ Provision of Training for Supervisors

Background

For more than 30 years, Somalia has experienced political instability and conflict, resulting in the erosion of social cohesion and the collapse of state and community structures. In addition, land degradation and erratic weather has left the country vulnerable to more frequent and larger magnitude droughts, devastating cyclones and frequent flooding contributing to further loss of livelihoods, extreme poverty, and large-scale population displacement. Since 1993, the Program has been at the forefront of emergency response, establishing operations in difficult to access locations and reach those most in need. We aim to lift poor and marginalized households out of the vicious cycle of dependence by addressing the underlying causes of vulnerability to environmental and socioeconomic shocks.

Aim of the Course

Supervisory and Team Management Skills Training is a one and half day training that is aimed to enhance the skills of Supervisors to lead their teams. The training is intended to empower supervisors to proactively identify potential conflicts and resolve them and build a culture of performance and accountability.

Objective of the Training

  1. Empower supervisors on how to handle their teams with respect.
  2. To extend the supervisors’ understanding of their role in cultivating and maintaining a safe, supportive work environment.
  3. Improve supervisors’ skills on managing teams and conflict resolution.
  4. To building a culture of performance in teams.
  5. Highlight ways of mitigate against workplace harassment.

Training Participants & Location

This training will be half day training conducted to an average of 50 supervisors. The training will be conducted online i.e via zoom. The program participants are of different nationalities, cultural backgrounds and are spread across different project offices/locations i.e Nairobi, Puntland, Somaliland, South West State Somalia & Jubaland State Somalia.

Scope of work

The scope and method of work highlights the general expectations of WV Somalia with regards to the training. The consultant will be expected to:

  1. Demonstrate the ability to deliver on the assignment with reference to the objectives stated above. This will include proof of professional competency, knowledge on subject matter and methodology to be used.
  2. Develop the training materials/slides to be used during the training
  3. Conduct training in line with objectives set on the stipulated day.
  4. Conduct an end of training evaluation to determine participant’s level of understanding of training content.
  5. Training report to be presented to the P&C Director within agreed timeline. This will include the training evaluation report.

Expected Outcomes:

The expected outcome and deliverable are based on the scope of work outlined. The consultant will deliver as follows:

  • Interpretation of the Terms of Reference [TOR] demonstrating clear understanding of the assignment based on the set objectives and expectations of WV Somalia
  • Training modules for the training objectives
  • Soft copy of the training evaluation report to be presented to the People & Culture Manager within agreed timeline. This will include the training evaluation report.
  • Recorded sessions of the trainings.

Evaluation Criteria

1. Mandatory Requirements

1. Provide a certified copy of a certificate of business registration, Certificate of incorporation, business license or similar document.

2. Provide a certified copy of tax registration, tax clearance certificates or similar documents

3. Provide information on ownership structure (Name of directors of the company / Owner)

4. Provide last two years of audited financial statements or tax filing, or similar documents

5. Provide references from previous clients.

2. Technical Evaluation

Applicants need to clearly articulate the following, but not limited to;

  1. Understanding of the TOR (General understanding of the need and skills as stipulated in the TOR)
  2. The consultant must have a strong and proven background in management and leadership trainings.
  3. Experience with organizations working with children and vulnerable adults, past experience on similar assignments or previous training/s in Somalia context.
  4. Work Plan for the Assignment: describing methodology and any requirements for successful implementation of the assignment.
  5. A cover letter outlining the suitability of the consultant in undertaking the assignment and summarizing relevant experience (Not exceeding one page)
  6. Consulting firm profile (Not exceeding one page)
  7. Detailed CVs of lead consultant and co-trainer[s] should be provided

Timeline

The consultant trainer will be expected to do the training in the 3rd week of July 2023. Specific date and time for the training wll be agreed and communicated. An overview of all the training objectives should be covered within the duration.

Logistics Required

WV Somalia will facilitate the availability and connectivity via zoom for all the training participants.

Evaluation Criteria

Bidders who will not provide the above mandatory requirement will not be considered for Technical Evaluation

2. Technical Evaluation by a Technical team

  • Shall be based on the detail technical proposal provided above and evaluated potential to respond to the needs of the Secretariat;
  • Detailed work plan/activity schedule of how you intend to implement this training till completion.

3.Financial Evaluation:

The financial evaluation shall be based on quality cost compliance and therefore all bidders are advised to submit the following:

  • Pee schedule –showing calculation of services being provided
  • Payment terms

Qualification Requirements and Terms and Conditions

WV Somalia needs the following qualifications and Terms and conditions from the potential offeror:

  1. 5 years relevant experience in provision of trainings in nature, scale and complexity commensurate with the present terms of reference, with already provided training consultancies possessing features required by these terms of reference; The company must have at least three previous similar contracts (similar by scope, nature and amount), preferably with international / intergovernmental organizations. Evidences of these contracts are required; references from other clients are highly welcome.
  2. Qualified and experienced expert in Employee Relations, working under the general supervision and guidance of the People & Culture Manager. The proposed trainer/co-trainers should have solid experience in the provision of trainings in nature, scale and complexity commensurate with this requirement.

Roles and Responsibilities

  • The Service Provider will:
  • Appoint lead trainer/co-trainer/s in charge of this implementation to work closely with WV Somalia to ensure that training is accomplished successfully and evaluation done.
  • World Vision SOMALIA office will:
  • Provide logistical support and administrative support to the vendor. Facilitate the availability and connectivity via zoom for all the training participants.
