Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context and Scope:

Africa Migration Program is a continental project (implemented in selected countries in North, South, East, and West Africa) funded by the Bureau of Population, Refugees, and Migration (PRM) of the Department of State of the Government of the United States of America. The project is currently in its third phase.

In Algeria, the UN Network ensures coordination between UN agencies (UN Country Team -UNCT-) in line with the objectives of the GCM and seeks to tailor its support to the Government towards contributing to the achievement of the SDGs (leaving no one behind) as well as the United Nations Sustainable Development Cooperation Framework (UNSDCF) vision. The UN Network contributes to combat discrimination and exclusion and reduce the inequalities and vulnerabilities that leave people behind and undermine the potential of individuals and of humanity as a whole.

With the aim of supporting the UN Network and engage with relevant partners and Government of Algeria (GoA), IOM is seeking the services of an experienced consultant who will provide technical and policy support in migrations issues impacting Algeria, as well as the GCM, with the goal of strengthening information sharing, policy review and overall support to the Government of Algeria, particularly the Inter-Ministerial Committee in charge of monitoring and the study of migration issues chaired by the Ministry of Interior. The consultant will also provide support to the UN Network, encourage the attendance of government officials, civil society organizations, international agencies, and other stakeholders to develop effective policies and programs for managing migration. The objectives of the assignment are to:

  • Contribute to the development and implementation of appropriate policy briefs in collaboration with governments and concerned stakeholders.
  • Promote an integrated approach to migration management that considers the economic, social, and cultural aspects of migration in the Algerian context.
  • Strengthen the capacity of the UN Network members and other stakeholders and support discussions with national government counterparts to manage migration effectively and sustainably.

Organizational Department / Unit to which the Consultant is contributing Migration and Sustainable Development Unit

Objectives:

The Consultancy to provide technical and policy support to the UN Network and the Government of Algeria on migration issues impacting Algeria, as well as GCM.

Scope of the Services:

Core Functions / Responsibilities:

  • Provide technical and policy support on migration thematic impacting Algeria and GCM;
  • Support the UN Network through holding regular meetings and prepare meeting minutes;
  • Serve as Government and Policy Liaison with IOM RO and HQ;
  • Support the UN Network in identifying their objectives and drafting UN Network action plan in line with GoA priorities (this might be done through consultation with GoA);
  • Organize and facilitate 2 trainings for UN Network members;
  • Design, implement, and coordinate migration programs and policy briefs in collaboration with UN Network and GoA;
  • Establish and maintain relationships with government partners, civil society organizations, international agencies, and other stakeholders involved in migration management
  • Support the RC and IOM in the establishment of one Migration Working Group at the national level with the participation of UN Agencies, civil society organizations and donors. The working group will encourage the attendance of government officials and will begin with the development tof ToRs for the group and creating of policy briefs and will progress to in-person meetings to discuss migration-related issues, share ideas about programming
  • Support organization and reporting on meetings, trainings and workshops related to border governance, counter-trafficking, and assisted voluntary return and reintegration, etc.
  • Perform any other duties as required.

Performance indicators for the evaluation of results:

Report on the conducted activities and recommendation will be used to evaluate the results of the tasks performed.

Required Qualifications and Experience

Education

  • Hold a minimum postgraduate degree (BAC+5) in one of the following fields: political sciences, social sciences, international relations, international law, economics, management, administration, international development, or a related field.

Experience

  • At least 5 years of relevant professional experience in migration management, migration policy, and international cooperation;
  • A thorough knowledge of migration issues, policies, and practices of migration management, as well as related issues such as refugee protection and combating human trafficking ;
  • Proven experience in designing, implementing, and managing migration programs in collaboration with the United Nations, governments (Algerian), international agencies, and civil society organizations;
  • Proven experience in coordinating multi-stakeholder task forces, UN Network and GCM implementation;
  • Work and research experience with international organizations, local authorities and public institutions is desirable.
  • Good understanding of the challenges related to the protection of vulnerable people ;
  • Strong planning, organizational, and problem-solving skills ;
  • Ability to work independently and manage multiple tasks simultaneously;
  • Ability to produce quality results within given deadlines;
  • Autonomy, sense of initiative and anticipation, good problem-solving skills ;
  • Excellent writing skills, experience in report writing, training records, briefings ;
  • Proven analytical, interpersonal, and organizational skills.

Languages

Fluency in English and French (Oral and Written) is required.
Arabic is an advantage.

Travel required.

Travel may be required for the accomplishment of the above tasks, in which case Daily Subsistence Allowance (DSA) will be provided.

Other:

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible for following IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

A prerequisite for taking up the position is legal residency in the country of the duty station, and work permit, as applicable.
