Context:

Under the overall supervision of the Chief of Mission, the direct supervision of the Head of Emergency Unit and in coordination with relevant units, the successful candidate will be responsible and accountable for contributing to the development of new projects within the Preparedness and Emergency unit in close collaboration with senior staff. The successful candidate will also provide technical support for monitoring and project reporting and will contribute to project implementation activities in close collaboration with relevant units in Tahoua, Tillabéri, Diffa, Maradi and Niamey.

Core Functions / Responsibilities:

  • Support the Emergency Unit in project development, Monitoring and Evaluation (M&E) and project reporting activities by providing technical inputs, information and guidance.
  • Support the Shelter and NFI Working Group coordination mechanisms in Niamey and in the region by providing information, updates and other technical inputs.
  • Support HNO/HRP 2024 process by participating in the definition of sectoral PIN and target, and the development of the HNO and HRP narrative for shelter and NFI.
  • Draft, review and consolidate donor reports.
  • Assist in the development of an M&E plan, and qualitative and quantitative surveys, analyse data, and provide or consolidate inputs to support the development of programmatic responses, recommendations, and innovative approaches in line with the CO’s strategy.
  • Assist with the unit’s day-to-day Monitoring and Evaluation (M&E) and administrative tasks, including training on data collection, record keeping and filing.
  • Organize and ensure administrative and logistical arrangements are made for internal and external meetings with donor, partners, and government representatives; draft agenda, take minutes of meetings, collect action points, and provide information.
  • Support the knowledge management function by maintaining and updating the project matrix and by maintaining institutional memories, documentation and information management systems.
  • Draft or provide inputs to assist with the production of high-quality updates, sitreps, external reports, factsheets, case studies, briefs, and success stories.

Required Qualifications and Experience:

Education

  • Master’s degree in International Development, International Relations, Migration Studies, Political Science, Social Science, Communication, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in report writing, project support or project management with a preferred focus on humanitarian assistance and/or development.
  • Experience in communications, donor liaison and/or advocacy work preferably in the field of humanitarian assistance and/or development.
  • Experience developing and admininistering quantitative and qualitative data collection tools;
  • Experience analyzing, synthesizing and disseminating qualitative and quantitative data using appropriate data analysis tools and software.
  • Experience working with UN agencies and/or NGOs is preferable.
  • Experience in monitoring and evaluation activities.

Skills

  • Knowledge of the Sahel region is an advantage.
  • Proven written and oral communication skills.
  • Demonstrated knowledge of computer/software literate, including Microsoft PowerPoint.
  • Demonstrated potentially skills using data analysis software such as Excell, Power Bi, Nvivo, etc.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
