Position: Programme Manager Somalia

Do you have experience developing and managing community-based projects in fragile environments, with a focus on disaster risk reduction? Are you excited by the idea of being part of a new country office and shaping a new integrated programme? If yes, then you might be our new DRR Programme Manager.

The Danish Red Cross (DRC) Country Office for Somalia is looking for an experienced programme manager to lead operations in Somaliland and Puntland. As a new country office, this position provides the opportunity to shape the Red Cross portfolio in Somalia. The DRC Country Team support the implementation of the Somali Red Crescent Society (SRCS) programmes and projects, in line with DRC’s International Strategy. Our operations focus on community-based programming that integrates disaster risk reduction, social inclusion, displacement, protection and health.

Your tasks
The purpose of the Programme Manager position is:

  • To support Somali Red Crescent Society (SRCS) in programme management of DRC funded projects, with a focus on DRR and potential emergency response interventions.
  • To support the Country Manager as head of operations, leading on overall project management
  • To lead the development of integrated programming with focus on protection, displacement, inclusion, health, and early warning systems
  • To support SRCS in developing their capacity towards the goal of being a strong National Society
  • To support Danish Red Cross (DRC) role as fundraiser for SRCS in line with the ‘New Way of Working’

Key tasks include:

1. Programme implementation and capacity building

  • Ensure timely and quality programme implementation of DRC supported programmes (including Danida, ECHO and foundation projects) by providing support to SRCS, in development and revision of yearly and quarterly adjusted action plans and budgets
  • Coordinate and provide technical support to SRCS on disaster risk reduction (DRR) and integrated programming with a focus on community-based approaches
  • Lead on developing and implementing the Danida funded SPA project (community based DRR), and the ECHO PP (DRR/livelihoods), and ensuring linkages to key health initiatives and projects
  • Focal point for country level food security initiatives, including how they relate to regional and global initiatives
  • Act as Operations Manager and initiate acute emergency responses in Somalia, requesting additional support from HQ as needed

2. Programme monitoring

  • Overall responsibility for monitoring of DRC supported programmes in Somalia/Somaliland
  • Support SRCS to submit quality reports in a timely manner, working with SRCS and other RCRC actors to simplify and streamline reporting
  • Support SRCS in developing capacities in data collection and analysis in coordination with other RCRC actors
  • Monitor programme progress and outcome according to int. standards, including regular field-visits with SRCS counterparts
  • Support midterm reviews

3. Programme Development

  • Support on developing new programme ideas and concepts together with SRCS in line with the country strategy and SRCS priorities – focusing on developing integrated and holistic programmes
  • Lead on the development of emergency response programmes
  • Develop a DRC contingency plan and preparedness SOP for Somalia
  • Contribute to proposal development as needed, especially for DRR

4. Financial management

  • Regular monitoring of project budgets as part of programme implementation
  • Support the finance teams in coordinating the preparation of financial audits, quarterly reports and fund requests

Your profile
The ideal profile has:

  • Minimum of three years relevant experience in working with humanitarian organisations
  • Project management experience including financial management
  • Experience managing integrated programmes with a focus on DRR and community-based approaches in fragile settings, with capacity to pivot to manage emergency response programmes
  • Experience in programme development and fundraising
  • Exceptional self-management skills within a remote management setup
  • Strong communication, coordination, networking and facilitation skills
  • Excellent written communication skills
  • Fluency in English is a necessity
  • Knowledge of the Red Cross Movement is an advantage

You have an ability to both listen and facilitate dialogues with a flexible approach and know how to adapt your way of working depending on the culture and capacities. We expect you to be able to take initiative, work independently, be action driven and effective. You are also able to be flexible and adaptable, as the daily life in Somalia is rarely predicable.

We offer
The position is a one year employment – 40 working hours per week – with the possibility of extension. The position is based in Hargeisa and includes R&R. Frequent travel across Somaliland and Puntland is expected.

An attractive Salary package will be offered to the chosen candidate.

You will report the DRC Country Manager, based in Nairobi, Kenya.
