About the position

In anticipation of USAID/West Africa’s Strengthening Regional Peace and Stability Program, Dexis is looking for Chief of Party (COP) candidates to perform the anticipated work. Based on current programs, the forthcoming programs may mirror those which” support regional and national capacity and commitment to open, accountable, and democratic governance through: (1) strengthening participatory, representative, and inclusive political processes and government institutions; (2) promoting greater accountability of institutional leaders to citizens and to the law; and (3) supporting partner countries’ pathways toward stability and peace. USAID also addresses the risks of instability from violent conflict, and prioritizes targeted conflict and violence prevention, peace building, and preventing and countering violent extremism (P/CVE) interventions across the region.”

The Chief of Party (COP) serves as the Contractor’s designated person for overall management of the in-country and regional relationships with USAID, national and local governments, CSOs, NGOs, local leaders and associations and providing leadership for field management. The COP is responsible for financial and program oversight, management, and reporting of progress and quality of performance in meeting the targets and results of the program. The COP provides oversight of activities, including supervision of the program field staff, ensuring appropriate activity design, implementation, management, monitoring and evaluation, and compliance with USAID rules and regulations.

The availability of the position is contingent upon award to Dexis Consulting Group. Selection of final applicant is subject to USAID approval.

Responsibilities: The COP is responsible for:

  • Providing overall technical guidance and direction for the program
  • Serving as the representative to USAID and partners for this program
  • Making key decisions and solving problems in short time frames while ensuring operational and program integrity
  • Management, oversight, and reporting of progress and quality of performance
  • Financial and program management, oversight, and reporting of progress
  • In consultation with USAID, providing oversight of grants, activities, including supervision of the program staff, ensuring appropriate grant design, ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing.
  • The COP supervises the Deputy Chief of Party and the program’s technical leadership.

Required Qualifications:

  • Relevant work experience with peace and stabilization programs in West Africa, including experience with a Contractor or international NGO managing an office or program.
  • A minimum of twelve (12) years of relevant work experience and a bachelor’s degree or fifteen (15) years of relevant work experience without a bachelor’s degree. Relevant experience entails working in complex, high-speed and/or challenging field operations in developing countries. At least three (3) years of this experience shall include managing these field operations.
  • A minimum of six (6) years of supervisory experience.
  • Experience managing grants programs, preferably across multiple countries.
  • Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.
  • Financial management experience, including budgeting; financial management (tracking, reporting, and accounting); and procurement.
  • Experience with strategic program direction and leadership, as well as activity design, development and implementation.
  • Experience regularly interfacing with senior USAID and host government officials and the ability to build relationships with key program stakeholders at all levels.
  • Strong atmospheric, political, and security analysis skills.
  • Experience working in a fragile or transitional state environment, complex political transition, and/or conflict environments, with experience in West Africa highly desired
  • Ability to travel frequently in the region.
  • Professional fluency in English and French.
