SENIOR PROGRAM ADVISOR (NES) At CARE


Purpose / Role

The primary role of the Sr Program Advisor is to support the Acting Area Director – NES, Focusing more on, Project reporting to donors through HOP in CO, Proposal’s development coordination and project changes planning with PMs, Support to MEAL team.

Responsibilities and Tasks under the overall supervision of the Acting AD-NES

Responsibility # 1: Coordinating Implementation of ongoing Projects and support BVA reviews:

· Works with Program Managers to ensure ongoing projects are implemented based on the approved budgets, work plans, MEAL, and procurement plans. Discuss with PMs for any project changes such as NCEs change of activities, and update AD for endorsement. All these changes should go through HOP at CO and CD for further engagement with donors or CMPs

· Attend monthly BVA reviews to ensure program spending is in line with the planned work plan/procurement plan and ensuring there is no under or overspending…

· Ensure the PMs are coordinating with Working Groups of their specific sectors accordingly such as WASH, FSL, Emergency, Protection and GBV working groups as well as coordinating with various camp managements that CARE support.

Responsibility #2: Proposals Development coordination.

· Support AD and PMs in coordination with Head of Programs (HOP) at CO with proposals development coordination working directly with PMs and MEAL PM according to NES needs and prioritise of donors. This includes proposal drafting with PMs inputs/MEAL Needs Assessments reports and budget drafting working with Finance team.

· We have the following projects in pipeline that will need follow up through CO (HOP) that may need comments/questions from donors addressed:

§ Responding to BHA CN comments from donor.

§ Feedback from ECHO HIP.

§ BLRS (Building Livelihoods and Resilience in Syria) proposal comments.

§ BMZ.

Responsibility #3: Program Design & Quality

· Oversee the design, development, implementation, monitoring and evaluation of the country office programs and projects and ensure that they are in line with CO program strategy, MENA and CI program strategies and according to CI Programming Principles.

· Ensure systems and plans are in place to guarantee that CO programs/projects are designed and implemented based on sound analysis, address the underlying causes of poverty and vulnerability, and achieve measurable positive impact on the poor and marginalized.

· Work with staff and partners to generate viable humanitarian and development programs in line with CO strategy and assist in identifying and securing funding for those programs.

· Ensure adequate integration of humanitarian and development programs within the CO program strategy.

· Ensure that monitoring and evaluation systems enhance accountability of COs vis-a-vis the communities with whom we work as well as other stakeholders (civil society, donors, and government counterparts).

· Ensure that GED and protections issues are properly considered and addressed in all CARE’s programs/projects.

Responsibility #4: Reporting:

· Work with PMs to develop and submit donor compliant reports based on IPIA schedules and submit them to CMPs through HOP.

· Extensive conceptual skills including development of viable program strategies

· Demonstrated experience in program design (including proposal development), implementation, monitoring and evaluation

· Strong background and extensive experience in emergency programming in conflict setting.

Education:

· At least a master’s degree in international relations, social sciences, or related field of study.

· Proven training in program/project cycle management including grant management

· Previous training in humanitarian principles and standards including accountability initiatives
