Location: MSF Canada offices (Toronto/Montreal) or potential for remote in other locations outside Canada from as far west as Central Canada to as far east as Jordan)

Salary Grade: Level C on the MSF Canada Salary Grid, $68,109 per annum (if successful candidate lives outside of Canada, a different salary grid and benefits schema will be used based and there may be delays to the start date)

Status: Must be legally authorized to work in Canada, or in the location where a contract would be issued

Impact Statement

The Clinical Quality Officer provides critical perspectives in an accessible way for non-clinical team members to ensure medical quality and privacy are included in all Telemedicine strategies. The Clinical Quality Officer defines quality metrics which set the bar required for successful implementation of strategies and identifies barriers to the same. They will provide analyses and presentation from a clinical lens of the effectiveness of Telemedicine services. This will lead to the delivery of quality results which continually drive forward standards and services of patient care through successive iterations.

Key Responsibilities

  • Working closely with Telemedicine leadership, inform the development of a quality improvement plan for the whole of the Telemedicine service portfolio
  • Establish and maintain quality metrics and privacy standards for the team’s clinical operations to adhere to, with cadenced assessment of metric relevancy
  • Provide, in accessible language for non-clinical team members, the context of clinical quality markers and concerns to build them into strategy
  • Provide analysis and presentation of developments, case studies, project/procedure analyses and other contexts for review by stakeholders, particularly Telemedicine leadership

Job-Specific Competencies

  • Establishment of Quality Bars and Barriers – Work closely with clinical and non-clinical team members of the Telemedicine program to support and accompany the implementation of the quality improvement plan
  • Technical Expertise – Promote the importance of Patient Safety Culture as a Subject Matter Expert in clinical quality, modeling non-shaming and non-blaming behaviours
  • Data Protection and Privacy Adherence – Transmit the critical nature of private patient personal and health information confidentiality to stakeholders as required

Knowledge and Experience

  • Experience in healthcare quality improvement
  • Familiarity or experience with Telemedicine systems
  • Experience working in an international humanitarian context
  • Strong familiarity with MS Office Suite of applications

Education, Certifications, and Languages

  • Degree in medical or paramedical field (e.g. pediatrics, nursing, radiology, virology, etc.)
  • Fluency in English and French is essential
