Description

DAI seeks a Director of Research and Monitoring, Evaluation and Learning (DRMEL) for the upcoming USAID-funded Strengthening Regional Peace and Stability Program. Though the head office will be based in Accra, Ghana, it is anticipated that the program will operate in several West African countries.

Responsibilities:

The DRMEL manages all aspects of program research, monitoring, evaluation, and learning processes, including identification and design of program research opportunities and initiatives; leading program learning efforts; overseeing and contributing to all program MEL processes including indicator development and data analysis, data visualization, and reporting. The DRMEL will oversee the MEL and reporting team and all assessment and reporting progress toward achieving key results as agreed to in the MEL Plan and Annual Implementation Plan. In close collaboration with the technical leads, the DRMEL will identify research opportunities, learning needs, participate in context monitoring and analysis, and contribute to adaptive management processes. The DRMEL will be responsible for ensuring that program MEL systems are efficient and effective, and will promote collaboration and effective knowledge exchange within the program team, between the team and external partners, and among external stakeholders. Finally, the DRMEL will be responsible for producing products for presenting activity results against targets to the client and key partners and other audiences as needed.

Responsibilities include:

  •  Develops and oversees MEL systems and plan. In consultation with the Chief of Party (COP), MEL Manager, technical leads, make necessary modifications to indicators, targets, and the MEL plan.
  •  Provides quality control over all program research and MEL efforts, including development of research methodologies and data collection tools as needed.
  •  Proactively initiates and leads all program learning and research activities. Ensures that findings are clearing communicated among program stakeholders and are applied as part of adaptive management approaches.
  •  Oversees the design and implementation of evaluations that assess overall activity impact.
  •  Supervises the MEL team and ensures they complete their tasks on time and to a high standard of quality, providing support and mentoring where needed.
  •  Supports the COP in all technical documentation and reporting processes as requested
  •  Analyze data for and produce donor-requested reports with high-quality and easy to understand visuals.
  •  Work with grants team to determine indicators that apply to grant and appropriate grant-level targets.
  •  Supervise the MEL team and coordinate with staff in the country offices on all MEL efforts.
  •  Support capacity building in M&E practices for activity beneficiaries and partners.

Qualifications :

  •  8-10 years of experience in the area of monitoring and evaluation for international development activities; experience with conflict mitigation, preventing/countering violence extremism (P/CVE), and/or peacebuilding programming strongly preferred.
  •  A Bachelor’s degree in public/business administration, law, economics, statistics, political science or other relevant field required; advanced degree desired.
  •  At least four years of experience with data analysis, interpretation and/or reporting for USAID and/or other donors is required.
  •  Expertise in mixed methods research and analysis.
  •  Expertise in designing and implementing a monitoring and evaluation plan and associated systems for medium to large scale social interventions.
  •  Strong writing and reporting skills.
  •  Significant experience in the West African region.
  •  Experience working with international donor agencies, USAID in the region.
  •  English fluency required. French language proficiency highly desired.
