Project Background

WorldFish is implementing the Aquaculture Technical, Vocational, and Entrepreneurship Training for Improved Private Sector and Smallholder Skills (AQ TEVET) project, a 3.5-year project (2018 to 2021) with funding from the Norwegian Agency for Development Cooperation (NORAD). The project is implemented in Lusaka, Northern and Luapula Provinces of Zambia in partnership with Musika, Blue Planet and Natural Resources Development College (NRDC). The overall goal of the project is “To increase the number of human resources working for the private sector, and the number of smallholder commercial fish farmers with enhanced aquaculture knowledge and up-to-date practical skills to help sustainably grow the sector and make it more inclusive.”

The project comprises two components. The first component focuses on upgrading the fisheries/aquaculture curriculum (long- and short-term courses), training tools, online training platforms, and internship programs of TEVET institutions in Zambia, namely NRDC but with links to other TEVET institutions to scale the upgraded training “package” over the course of the project. The second component focuses on enhancing the technical education, vocational, and entrepreneurship skills of rural women, men, and youth smallholder commercial fish farmers and increasing their linkages to input/output markets and entrepreneurship opportunities via private sector extension support and services delivery. Methods of Assignments

WorldFish is soliciting an expression of interest from reputable, qualified, and competent service providers/ individual regional and/or national consultants to capture document lessons learnt and advice on the scaling up models for the AQTEVET project. The project will involve the following:

  • Review project documents and reports available from WorldFish and project implementation partners;
  • Purposive qualitative interviews with key project stakeholders;
  • Writing key lesson learnt documents;
  • Facilitating an online event to disseminate lessons learnt.

Scope of Work

  1. To document the project successes, lessons, and best practices for learning and sharing with the entire program stakeholder, beneficiaries, including donors.
  2. To review the existing success stories, and outcome stories for improvement and consolidation with the new documentation.
  3. To review completed assessments, project reports, and blogs and develop them into learning briefs aligned to key result areas of the project.
  4. Participate in the final project meetings and harvest some lessons learnt and, take notes and write the final stakeholder workshop report.
  5. Collaborate with the WorldFish communications team in Zambia in capturing key footage on thematic topics related to the project and showcasing the key project success stories. Requirements

The consultant is required to have the following skills and qualifications:

  • PhD in Social Sciences, Socioeconomics, Agriculture, Capacity development, Operations or Project Management.
  • Proven experience in identifying lessons and documenting lessons learned.
  • Expertise in lessons learning methodology.
  • Excellent writing skills.
  • Knowledge of agriculture and rural development, Experience working in Eastern and Southern Africa.

Term of Appointment

This position is an excellent opportunity to gain knowledge and experience with an international research and development organization. The consultancy will be carried out remotely and consultants are required to travel for fieldwork as and when required. Only shortlisted candidates will be notified and expected to attend the virtual interview. The successful candidate should be available to commence as soon as possible, under a 5 to 6 months consultancy contract, with a maximum of 20 working days. This position is open to international applicants only.

  • EOI document, consist of a profile of the consultant/firm outlining why they are qualified to take on the assignment with particular emphasis on previous experience (maximum half a page), an outline of the consultant’s understanding of the ToR, outlining the proposed methods, including technics, tools, workplan, timeline (3 pages max), a financial outline (½ page budget with itemized consultancy fees and costs).
