POSITION TITLE: SENIOR FINANCE OFFICER

LOCATION: NAIROBI

REPORTS TO: SENIOR FINANCE AND ADMINISTRATION MANAGER

Background

The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. CIHEB-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs and expansion of COVID-19 vaccination with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR).

Job Summary

The Senior Finance Officer will have primary responsibility for preparation of financial reporting, management accounting, donor reporting and ensuring compliance with policies of CIHEB Kenya, Donor and the Kenyan laws.

Duties and Responsibilities:

  • Implement, review and drive adherence to accounting and administrative procedures and guidelines;
  • Maintenance of a sound financial and project management system which entails entering information on QuickBooks: checks, deposits, transfers, petty cash, bank reconciliations, advances reconciliation, reallocations to ensure up to date cash book at all times and accurate and timely monthly imprests with minimal or no queries
  • Preparation of Bank Reconciliation.
  • Monthly reports accurately prepared and submitted on time. Monthly reports include the donor financial reports
  • Review of all Purchase orders before commitment
  • Payroll services support
  • Timely preparation and submission of program cash requests
  • Prepare pipeline reports, identify internal control weaknesses and implement improvements;
  • Review and ensure proper filing of financial reports to the relevant authorities;
  • Submit program financial reports for review by the Program Directors.
  • Facilitate payment of the approved payroll;
  • Ensure the organization is tax compliant, and ensure filing of the same where required;
  • Work with program personnel to maintain their budgets during the project cycle;
  • Ensure that accounts payable are properly monitored and managed;
  • Maintain the relationship with vendors, creditors and bankers; and
  • Collaborate with the Senior Finance and Administration Manager in preparation of statutory accounts.

Qualifications and Experience

  • Bachelors’ degree in a business related degree
  • CPA (K) / ACCA
  • 7 years’ experience, 3-year experience in a supervisory role
  • Excellent interpersonal and communication skills
  • Analytical and cognitive skills
  • Computer literacy
  • Ability to work under pressure and meet deadlines
