Senior Technical Specialists – Liberia – Improving Access to Safe Drinking Water Activity At Tetra Tech

Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for potential expert positions on an anticipated USAID funded program drinking water program in Liberia. The purpose of the Improving Access to Safe Drinking Water Activity will be to sustainably eliminate the use of surface water and unimproved water sources in Montserrado and Margibi, moving Liberians to at least a basic level of water service by addressing key systems challenges affecting water service delivery. The Activity will emphasize governance, innovative public and private financing, service delivery and demand creation for improved water services.

The expert positions are anticipated to be full-time positions based, depending on the position, in Liberia.

Areas of Specialization Sought:

*Design and construction of piped and distributed water infrastructure (e.g. mini-systems), plus knowledge of remote monitoring and automated and mobile payment technologies.

*Water governance including delegated management and institutional models featuring community engagement, customer-orientation, and technical and financial accountability systems.

*Finance including innovative and blended financing for infrastructure, micro-finance for water connections, cost recovery modeling including tariff and subsidy analysis, and utility financial management.

*Community engagement and social marketing to generate demand for improved services.

*Capacity building related to all areas above, including technical skills, governance, financial management, and community engagement and social marketing.

Qualifications:

* Minimum Bachelor’s Degree related to the solicited areas of specialization (above), advanced degree is a plus;

* Minimum of seven (7) years of directly relevant professional experience;

* Demonstrated experience providing technical input or advisory services on similar water programs, with preference for Liberia or West Africa.

* Fluency in English is required;
