Burkina Faso is facing an increased crisis due to the increase in violence, which, since the start of 2019, has led to a sharp deterioration in the country’s humanitarian situation. Contamination of the conflict has spread to all border regions from West to East starting from the Boucle de Mouhoun, the North, the Sahel, the East, the Center East and in addition the continental region of the Center North. The presence of the various endogenous and exogenous armed groups and the consequent insecurity has caused the forced displacement of populations, within the same region as well as towards other, safer regions of the country. The number of IDPs has increased from 500,000 in October 2019 to 1,074,993 in December 2020. This situation also worsens the living conditions of the host population who first assist and welcome IDPs. This trend is likely to be confirmed and further increase the number of IDPs and the territories of the country interested in displacement. This number of IDPs is in addition to 30,641 Malian refugees, most of whom have been hosted in the Sahel region, since the start of the Mali crisis in 2012. 7,717 new asylum seekers (6,331 in the North and 1,386 in the Boucle de Mouhon) were listed from February to June 2020. The humanitarian community estimates that 473,000 people will need assistance in Shelters and AME.

The crisis caused by the conflict comes on top of the chronic food and nutrition crisis that began in 2012. According to the revised HRP, 1,475,689 people are directly affected by the crisis, of whom 1,251,427, or 85%, are in need of assistance. ” multisectoral humanitarian assistance.

INTERSOS arrived in Burkina for a first mission in August 2019. INTERSOS was selected by UNHCR as a partner to carry out protection monitoring in the North, Boucle de Mouhoun and East regions. In the meantime INTERSOS has also started collaborations with the following international agencies in the regions of EST, Center, North and Boucle du Mouhoun: UNICEF, SV, PAM and ECHO. The sectors covered by INTERSOS emergency interventions are: WASH, Education in emergencies, Child protection, nutrition and food security.

General objective of the position

The Security Coordinator supervises the employees dedicated to security, security and access management; he / she provides technical support to the entire country team; he / she directly assists the Head of Mission in monitoring the application of Intersos safety rules on all operational bases. The Security Coordinator must ensure that structures and procedures for the management of security and access security are in place and effectively implemented. He / she provides the Senior Management Team with strategic advice on security, access, personnel and property security, and risk management.

Main responsibilities and tasks

Review and implement the security strategy, protocols and regulations of the mission

Participate in recruitment, then train and strengthen the capacities of employees related to security management, as well as raise awareness and train all teams; carry out the security assessment of offices, GHPs, hotels, etc.

Ensure that the entire mission understands the importance of developing and applying security tools and procedures in order to work in a safe and secure environment

Technically supervise and train employees involved in security management, humanitarian access work and movement management. Revise and adapt the movement validation policy to the context (in coordination with CdM)

Carry out an in-depth analysis of the situation and context and their implications on the activities and programs of the mission; regularly update the risk analysis

Monitor regional trends

Define, with the CdM, the risk thresholds, in particular with regard to the implementation of sensitive activities in high-risk areas

External communication and networking:

Create and maintain a network of information and contacts; maintain relations with relevant actors such as state or traditional authorities, civil or military

Strengthen communication with relevant agencies and organizations (NGOs, UN, etc.)

Ensure, in coordination with the CdM, that Intersos is integrated into security coordination mechanisms at all levels and in all areas of intervention

Maintain a list of key people involved in security and access at different levels; ensure that focal points in the field (security assistants, log assistants) maintain a list of contacts at their level

Give recommendations to improve the flow of security information

Internal communication :

Evaluate and improve the communication strategy and mechanisms throughout the mission

Review and improve the security communication chain on the mission

Establish guidelines for the internal sharing of security information (what information is to be shared by whom with whom) and procedures to follow to act following receipt of the information

Prepare regular, weekly or / and monthly briefings on access, safety and security

Produce a weekly safety report to the CdM

Together with the CdM, prepare and give the newly arrived staff as well as the visitors on the mission the security and contextual briefing

Incident and crisis management:

Ensure that the CPP (security plan) and SOPs are up to date (at least once every 12 months) and adapted to the context and the situation

Ensure that contingency plans are in place and known and understood by all employees

As part of IMT and CCMT, provide support for appropriate incident and crisis management

Allow the CdM to make informed decisions in matters of safety

Required profile

Education

Higher university degree (International Relations, Risk management, etc.)

Professional experience

Minimum of 4 years of experience in a similar position (security management) in an emergency humanitarian context and in a complex security situation

Proven experience in negotiating humanitarian access and developing “acceptance strategies”

Professional requirements

Good computer skills (Word, Excel, PPT and Internet)

Ability to work independently and proactively

Languages

Fluent French (spoken, read, written) essential; good level of English

Required qualities

Willingness to carry out frequent field missions (50% of the time)
